Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman

Township, on Wednesday, September 30th, 2015 at 6:00 p.m.

ADOPTION OF THE AGENDA

Motion 15-09-29 MOVED BY Loid Perry and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT Council approves the agenda for the special meeting of September 30th,

23015 as presented with the addition of: Communities of the Montreal river. Carried.

DECLARATION OF CONFLICT OR PECUNIARY INTEREST

N/A

NEW BUSINESS:

Conference Call with K. Smart Associates Limited

Mr. David Harsch was on the telephone to respond to Council’s concerns with K. Smart Associates

Limited’s report on waste volume, capacity and life expectancy of the Township of Coleman’s Landfill

Site.

– A discussion was held regarding the impact recycling has both on volume and costs of the Waste

Site now and in the future.

– Mr. Harsch will provide a list of sampling criteria for the Municipal Waste Site.

– Mr. Harsch will provide an explanation of the discrepancy between closure costs in the 2005 report

and the 2015 report.

– Mr. Harsch will forward an amended report within the next two weeks.

– Council will schedule a meeting with the Ministry of the Environment in the near future to get some

clarification and requirements from the Ministry.

Schedule a date for the Review of Coleman Priorities with Ms. Michelle Anderson

– Mayor Cleroux and CAO Logan Belanger will meet with Ms. Michelle Anderson

Council reviewed the following correspondence:

– Cobalt Public Library – request for donation

– Ministry of Natural Resources – Modernizing the system that governs who manages Crown Forests

Mr. Peter Monk was in attendance to report on a conversation with Temiskaming Health Unit

regarding chlorine testing at Bass Lake Park. The testing is mandatory as stipulated by the

Temiskaming Health Unit when installed.

Mayor Cleroux updated Council regarding the Communities of the Montreal River’s decision to end

the process with the Water Power Group’s FIT Contract negotiations.

Administration Report

– More information was requested from W. Lafrance Logging Ltd. – no response to date

– Mr. Don Adshead submitted an operation plan – Council will review

– Mr. Hudson Hunt – forwarded a copy of motion extending the deadline of the severance

– A list of Works Department Employees of various municipalities was provided to Council

– Works Foreman Bigelow will be requeted to GPS the “No Hunting” sign on Victor’s Way

– Works Foreman Bigelow provided a list of contents in the Kiwanis Club House

– SLE Roofing stated that the municipal complex requires more insulation

– Mr. Bud Berry is available for winter plowing.

– The Clerk-Treasurer to save the Renewal Package for 2015-16 municipal insurance.

– Mayor Cleroux will work on obtaining an “Architect Stamp’ for the Shack/Gazebo.

– O.P.P. Annual Billing Statement for 2016 was provided to Council.

BE IT RESOLVED THAT Council agrees to reconvene in closed session at 6:45 p.m.
