Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, September 27th, 2006 at 6:00 P.M.

Motion 06-09-13 MOVED BY Ron Beeson and SECONDED BY Lois Perry:
BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed:
Regular Meeting – September 13, 2006 Carried.
Mr. Cleroux advised no other communication has been received from Mr. Gerry Boucher regarding his business proposal.
The Marsh Bay Conservation Committee will be meeting September 29th, 2006 to discuss Ontario Power Generation’s wording in the Lease Documents.
The Clerk-Treasurer reported on a conversation with Mr. Ken Jones, By-Law Officer. Council. The Clerk-Treasurer to advise Mr. Jones a meeting is scheduled for October 4th, 2006 to discuss the cleaning up of properties.
Councillor Beeson advised the building renovations are ongoing.
A discussion was held regarding Mr. Russ Johnston’s request to use the proposed logging road to access his property on the Bay Lake. Council have no objection to his use of the logging road providing Mr. Johnston understands that this will remain a private road, the Township of Coleman will not assume this road at any time in the future and will not accept any liability for this road.

WHEREAS the Ministry of Natural Resources has put forward their Temagami Integrated Planning Project Management Options;
AND WHEREAS area residents’ traditional recreational uses have been ignored in favour of visiting canoeists and back country hikers;
AND WHEREAS the Planning Committee’s plan is merely to restrict the use of ATVs and outboard motors rather than providing leadership in addressing all the issues created by all users;
AND WHEREAS the local economy is very dependent on recreational activities;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the Township of Hilliard’s recommendations put forward in their resolution #2006-120 dated August 16th, 2006. Carried..
Council Beeson volunteered to sit on a Committee dealing with this very important matter.
Correspondence received from the City of Timiskaming Shores regarding their response to the Town of Cobalt’s proposed annexation proposal was reviewed. Mayor Belanger and Councillor Perry will
request a meeting to further discuss this matter.
Council reviewed correspondence received from FONOM regarding Ontario Forestry Coalition’s request to the Premier of Ontario with respect to his announcement about energy prices in the North.
A discussion was held regarding the Coleman Water Distribution System. Correspondence received from Ms Debbie Eden and Mr. Michael Lafoy was reviewed. Council is waiting for a quote from
K. Smart & Associates for a study of the system. All Water Users will be advised by letter of Council’s decisions/plans with respect to the system.
Conferences – Wireless Cities Summit

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to request Sutcliffe Rody Quesnel Inc. to complete a Crown Land survey for 6 Crown Parcels in Coleman Township, Lot 11, Concession 6, and Lot 12, Concession 5 as requested by the Ministry of Natural Resources. Carried.

WHEREAS lack of direct communication with Hydro One puts the personal safety of Firefighters at a scene in jeopardy;
BE IT RESOLVED THAT the Council of the Corporation of the Township of Coleman fully supports the Township of McKellar’s request that Hydro One Networks to immediately implement an improved system of communicating with emergency service providers by placing a higher priority on Emergency Service calls. Carried.

BE IT RESOLVED THAT the Council of the Corporation of the Township of Coleman fully supports the Township of Admaston/Bromley’s resolution
1. THAT the Government of Ontario be advised that the present Ontario Disaster Relief Assistance Program formula is ineffective and unworkable;
2. THAT the Government of Ontario be requested to review and revise the present Ontario Disaster Relief Assistance Program to make it more economically feasible for use by Ontario municipalities, their rural residents and their respective businesses, farms and properties. Carried.
Motion 06-09-18 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:
BE IT RESOLVED THAT the Council of the Corporation of the Township of Coleman fully supports the Town of Caledon’s request that the Province of Ontario increase the Town’s portion of the levy from 4 cents per tonne to 8 cents per tonne beginning on January 1, 2007
AND FURTHER THAT all municipalities in Ontario be awarded the same aggregate levy that municipalities have been granted in the Southern Ontario. Carried.
Council reviewed correspondence received from the Corporation of Loyalist Township regarding their concerns with Cement Kiln Dust.
Council reviewed correspondence received from the Corporation of the Township of Carlow/Mayo regarding their request that all vehicles owned by municipalities in Ontario be permitted to operate without license plates and be allowed to use coloured diesel fuel in all vehicles.
Council reviewed correspondence received from PolyMet Resources Inc. requesting the Township pave the rear parking lot behind the “former” Coleman Township Office in Cobalt.
A discussion was held regarding the cenotaph located next to Coleman building in Cobalt. Council agreed to maintain the cenotaph in its present location but should the Royal Canadian Legion decide to relocate it, the Township of Coleman would move it to another location of their choice. Maintenance would then be their responsibility.
Council will consider a quote submitted by NorthernTel regarding Satelite Internet and UPS protection for the computers.
Correspondence received from J. B. Peart Investment Group regarding purchasing neglected, unwanted surplus properties was reviewed.
Council reviewed correspondence received from Association of Municipalities of Ontario regarding the AMO OMERS Support Fund.
Council reviewed correspondence received from MNDM regarding the Rural Infrastructure Funding
announced September 19th.
Mayor Belanger reported on a conversation with Mr. Dennis Hakola regarding the process for severances and a survey of his parcel located on Airport road/Portage Bay Road. Mayor Belanger will explain to Mr. Hakola that it is Township policy that a preliminary survey is required prior to approving a consent application and must be submitted with the application. The cost of surveying his parcel is his responsibility as both Airport Road and Portage Bay Road are Township roads – once a road, always a road.
Correspondence received from the Ministry of Natural Resources regarding their request for Comments regarding an Application to Purchase Crown Shore Reserve on Bass Lake was reviewed. The Clerk-Treasurer to enquire if adjoining owners are in agreement with this purchase.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $500.00 to the Cobalt, Coleman, Latchford and Area Food Bank to assist them with their portion of the heat and hydro a their present location. Carried.
A discussion was held regarding the Official Plan and Zoning By-Law amendments. The Clerk-Treasurer to advertise the public meeting for the Zoning By-Law amendment which will be held October 25th, 2006 at 6:00 p.m.
