Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council
Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, September 23rd,
2013 at 6:00 P.M.

ADOPTION OF THE AGENDA

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of September

DECLARATION OF CONFLICT OR PECUNIARY INTEREST
Councillor Perry declared a conflict with matters dealing with the Temiskaming Speaker.

BE IT RESOLVED THAT THE General Accounts in the amount of $17,062.82 be passed and
paid. Carried.

BE IT RESOLVED THAT THE Payroll in the amount of $9,444.11 be passed and paid. .Carried.
STAFF REPORTS
The Clerk-Treasurer presented a road maintenance cost report indicating a decrease of costs for
Dust Layer, Grading and Gravel Resurfacing since 2009.
A review will be held for the possible creation of new lots on property owned by the Township of
Coleman.
The Clerk-Treasurer provided an update on outstanding water accounts.
Request for assessments must be directed to the Ministry of Revenue.
Councillor Lisa Neil searched the parcel where the dilapidated house is located on Coleman Road.

Coleman Fire Department’s Open House will be held October 5th, 2013
The Works Department is preparing for the Winter – Winter sand.
A discussion was held regarding the installation of culverts at the entrance of the new lots which
have been recently sold. A notice will be added to the Sale of Land agreement “the municipality
must be notified prior to beginning any work on your property.
A policy will be created informing land owners that they are responsible for any damage to
municipal roads when clearing their land or building the new homes.
BY-LAWS
Motion 13-09-32 MOVED BY Cathy Marcella and SECONDED BY Lisa Neil:
BE IT RESOLVED THAT By-Law No. 13-39 being a by-law to authorize the borrowing of
money by way of temporary advances for the purchase of a 2014 Ford F-450 Cab & Chassis
with Pump and Plow Combination in the amount of $29,494.00 be read a first and second time.Carried.

BE IT RESOLVED THAT By-Law No. 13-39 be read a third and final time and be passed and
enacted. Carried.
BUSINESS ARISING FROM THE MIN UTES
1. ATV Rally
Councillor Cote reported on the ATV Rally held September 21st, 2013 in Coleman Township.
All who attended expressed their pleasure with the Rally and hope that this will become an
annual event. 77 ATV were registered and 106 persons attended the dinner.
Council expressed their appreciation for the Town of Latchford’s assistance with the ATV
Rally.
2. Recycling review
Councillor Marcella reported on a conversation with Mr. Doug Walsh, City of Temiskaming
Shores and Waste Diversion Ontario.
A lengthy discussion was held regarding the possibility of recycling in the Township of
Coleman
Councillors Marcella, Neil and Cote were in favour of the proposed recycling plan,
Councillor Perry is in favour of recycling but would prefer to look at other methods. A
tender will be advertised in the Speaker for a recycling proposal for the Township of
Coleman.
Following the selection of a company, a public meeting will be held to inform the public.
3. Earlton-Timiskaming Airport – Air passenger service – decision
Councillor Cote reported on the recent Earlton-Timiskaming Airport Board meeting.
A discussion was held regarding the Air Passenger Service Proposal. Council decided to
postpone their decision until they are provided with a draft agreement and structure for the

proposal.

4. Temagami Cobalt Corridor – Intern
Following a discussion, The Township of Coleman will apply for the next funding for the
incoming intern for the Temagami-Cobalt Corridor Committee. Mayor Cleroux will advise
the Committee at the next meeting.
5. Sharp Lake Zoning By-Law Amendment
A public meeting is scheduled for November 5th, 2013 for the Sharp Lake Zoning By-Law
Amendment. A letter has been sent to the Town of Cobalt requesting a response by
October 2nd, 2013. A notice will be placed in the newspaper for October 16th, 2013.
6. Emergency Plan – CEMC appointment and update
A discussion was held regarding the Table Top Exercise held on September 17th, 2013 in
Latchford. The Clerk-Treasurer to check with Mr. John Stothers the date of the next CEMC
training. A meeting will be held early in November to prepare a flooding annex for the
Coleman Emergency Plan.

WHEREAS small Northern municipalities are frustrated by the ever increasing tax rates
required to meet the uncontrollable costs of providing services to our ratepayers;
AND WHEREAS a portion of our municipal budgets expenses are out of our control due to
provincial downloads and reduced OMPF;

AND WHEREAS fire protection, an essential service, should receive acknowledgement and
funding subsidies like Policing and ambulance as our firefighters respond to numerous calls on
provincial highways;
AND WHEREAS unincorporated areas are indirectly subsidized through their low Provincial
Land Tax rates;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully
supports the Township of Baldwin’s request to the Province of Ontario to share provincial
revenues in a fair and equitable manner. Carried.
Bancroft & Hastings Highlands Disaster Relief – request

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $100.00 to the Bancroft
& Hastings Highlands Disaster Relief Committee. Carried.
Council reviewed the City of Kenora correspondence regarding Provincial Ban of Flying
Lanterns
Restorative Justice Week
Motion 13-09-38 MOVED BY Lisa Neil and SECONDED BY Lois Perry:
WHEREAS, in the face of crime or conflict, restorative justice offers a philosophy and
approach that views these matters principally as harm done to people and relationships; and
WHEREAS, restorative justice is a non-adversarial, non-retributive approach to justice that
emphasizes healing in victims, accountability of offenders, and the involvement of citizens in
creating healthier, safer communities;
WHEREAS, this year’s these for Restorative Justice Week is “Inspiring Innovation”, it is an
opportunity to learn about restorative justice, educate and celebrate along with other
communities across the country during the week.
BE IT RESOLVED THAT I, Dan Cleroux, Mayor, do hereby proclaim November 17 –
November 24, 2013 as Restorative Justice Week in the Township of Coleman
Council approved the The Cobalt Coleman Skating Club’s request for the use of the hall on
Tuesday evenings from 5:30 to 6:60/7 p.m. for their off-ice program for the winter season.

BE IT RESOLVED THAT Christine Gagnon, Certificate # 051240-EM 300-52012, dated
February 5, 2012, be appointed Community Emergency Management Coordinator for the
Township of Coleman effective immediately. Mr. Ron Beeson would remain the alternate
Community Emergency Management Coordinator. Carried.

Finance
Councillor Cathy Marcella presented the August Financial Report.
Tourism & Rec
Councillor Lois Perry advised the lifeguard shack and gazebo have to be demolished in the
coming year. A discussion was held regarding the these two buildings. The Bass Lake
Committee is working on preparing a tender in order to provide a cost for their replacement.
Councillor Lois Perry also updated Council regarding the Committee who has been meeting to
get people off Highway 11 onto Highway 11B. A resolution will be passed at the next meeting
in support of their “Take the Lake Way” project.
