Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council
Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, September 21st, 2015
at 6:00 P.M.

ADOPTION OF THE AGENDA
Motion 15-09-15 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT Council approves the agenda for the regular meeting of September 21st,
2015 as presented: Carried.
DECLARATION OF CONFLICT OR PECUNIARY INTEREST
Councillor Perry declared a conflict with matters dealing with The Speaker.
ADOPTION OF THE MINUTES

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as

ACCOUNTS
Motion 15-09-17 MOVED BY Susan Cote and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT THE General Accounts in the amount of $24,789.04 be passed and
paid. Carried.
DEPUTATIONS
Ms. Linda Roberts was in attendance to make a presentation regarding the Lorrain Valley proposed
large renewable wind energy project. The Lorrain Valley Coalition voiced their opposition to these
wind turbines and listed numerous reasons why the area would not benefit from such a project. Ms.
Roberts requested the Township of Coleman support for their motion which will be presented to area
Councils in the near future. Mayor Cleroux thanked Ms. Roberts for her excellent presentation and
suggested other avenues to investigate during this process.
Ms. Michelle Anderson was in attendance to present two scenarios for an application to the Small
Community Fund. Council decided not to proceed with this application and Councillor Marcella
requested that Ms. Anderson write up a synopsis of the process.

Mayor Cleroux suggested that Ms. Anderson investigate funding for the headframe located next to
Highway 11.
A review of the Township of Coleman priorities will be scheduled at a later date.
BY-LAWS

BE IT RESOLVED THAT By-Law No. 15-22 being a By-Law to authorize the appointment of a
Chief Administration Officer be read a first and second time. Carried.
Moved by 15-09-19 MOVED BY Susan Cote and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT By-Law No. 15-22 be read a third and final time and be passed and
enacted.
Motion 15-09-20 MOVED BY Susan Cote and SECONDED BY Ken Laffrenier:
BE IT RESOLVED THAT By-Law No. 15-23 being a By-Law to authorize and empower the Chief
Administration Officer to sign cheques, promissory notes and other negotiable instruments on behalf
of the Corporation be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 15-23 be read a third and final time and be passed and

STAFF REPORTS
Administration
The Clerk-Treasurer presented a short report for the Works Department
– Holiday and Overtime report
– Request for the repair of lights in the work’s garage
– Demolition of the Kiwanis Club Building
The Clerk-Treasurer presented an invitation to Council for the Fire Department
– Open House for Fire Prevention Week on October 3rd, 2015 from 10:00 a.m. to 2:00 p.m.
The Clerk-Treasurer presented the Administration Report
– Conference Call with K. Smart scheduled for September 30th, 2015
– Coleman Investment Review deferred for the time being.
– Mr. Lafond did not grant permission to relocate the road on his property
– The Chief Administration Officer is not required to take an Oath.

Motion 15-09-23 MOVED BY Cathy Marcella and SECONDED BY Susan Cote:
WHEREAS The Township of Coleman is required to follow the accounting standards established
by the Public Sector Accounting Board;
AND WHEREAS with the introduction of tangible capital asset accounting in 2009, the new
accounting standards do not require budgets to be prepared on the same basis as actual are recorded;
AND WHEREAS the Township of Coleman continues to prepare budgets on a modified accrual
basis, an annual budget which is an important exercise, one which plans for current and future
activities and acquisitions;
AND WHEREAS a key outcome of the annual budget is a tax rate which Council approves and
which is based on annual cash requirements and therefore does not include the PSAB requirements
around accrual accounting and accounting for “non financial assets and liabilities”;
AND WHEREAS The Province of Ontario introduced Ontario Regulation 284/09 (O. Reg. 284/09)
that allows municipalities to exclude from its annual budget estimated expenses related to the
following: 1) Amortization
2) Post-employment benefits
3) Solid waste landfill closure and post-closure
AND WHEREAS the regulation requires the municipality report on the impact of these excluded
costs and, before adopting a budget for the year that exclude3s any of the expenses listed above,
Council must adopt the report by resolution;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman ‘s 2015
budget and associated tax levy excludes the following:
1) Amortization expense: $268,630.00 Carried.
– Speaker – Fire Prevention & Carbon Monoxide Awareness

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in the Speaker for
Fire Prevention & carbon Monoxide Awareness in the amount of $78.00. Carried.
