Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, September 13th, 2006 at 6:00 P.M.

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed:

Regular Meeting – August 9th and 23rd, 2006

Special Meeting – August 14th and 30th, 2006

September 6th, 2006 Carried.

Mr. Alldis did not have any questions regarding Timber Harvesting as the Township is not proceeding with harvesting timber in the vicinity South of Portage Bay Road.

Mr. Alldis was in attendance to enquire about the installation of street lights along Portage Bay. He advised he was informed by Hydro One that they did not submit an estimate for the installation of street lights. Mr. Alldis was provided with a copy of Hydro One’s approximate costs for street light work on Portage Bay Road – from $2,000. for a 35′ pole to $2,500 for a 45′ pole and transformer.

Mr. Alldis also enquired about the Leis Property.

BE IT RESOLVED THAT the General Accounts in the amount of $76,553.36 be passed and paid. Carried.

Motion 06-09-06 MOVED BY Kurt Leopold and SECONDED BY Marcel Allaire:

BE IT RESOLVED THAT By-Law No. 06-26 being a by-law to confirm certain proceedings of Council be read a first and second time. Carried.

Motion 06-09-07 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:

BE IT RESOLVED THAT By-Law No. 06-26 be read a third and final time and be passed and enacted. Carried.

Road Superintendent Simpson advised signs for the Municipal Waste Site should be ready shortly. A new oil tank will be installed at the Mileage 104 garage.

Councillor Beeson advised building renovations are progressing very well. Two quotes have been submitted for a wood furnace – a third if forthcoming. The fire hall will be cleared soon so that the firemen can take over this space. Linoleum will be placed on the floor in the kitchen area. A road accessing Highway 11B will be constructed as soon as the relocation of the headframe is completed.

A discussion was held regarding the Township of Hilliard’s resolution regarding the Temagami Integrated Planning Project – Management Options. A resolution supporting the Township of Hilliard will be passed at the next regular meeting. Councillor Beeson volunteered to sit on a Committee dealing with this very important matter.

Correspondence received from the Ministry of Natural Resources regarding Survey Instructions was reviewed. The Clerk-Treasurer to enquire if a local surveying firm can be used for this project.

Council was provided with copies of the Official Plan and Zoning By-Law Amendments. They will bring any comments or concerns to the next regular meeting.

Council reviewed correspondence received from the Timiskaming Health Unit regarding the Water Supply Meeting held June 26, 2006. A copy of this letter to be forwarded to the Municipal Lawyer.

Ms Maria Megens, Timiskaming Health Unit, provided Council with information regarding a well water study. Council supported the study and will make the information available to Coleman Residents.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to write off the following taxes as per Minutes of Settlements for SMC (Canada) Limited:

2006 – Municipal $1,626.48, Education $2,612.24 – Total $4,238.72

Council reviewed correspondence received from the Association of Municipalities of Ontario regarding COMRIF’s Intake Three Deadline being September 13, 2006. Council also reviewed K. Smart Associates Limited’s Larose Bridge Inspection Report. Other sources of funding might be available for the rehabilitation of the bridge. This matter to be reviewed at a later date.
