Motion 07-09-02 MOVED BY Lois Perry and SECONDED BY Ron Beeson:
BE IT RESOLVED THAT the General Accounts in the amount of $134,146.24 and Payroll in the amount of $41,689.60 be passed and paid. Carried.
Ms Melissa Ruddy was in attendance to address concerns Council have with the maintenance of the University Headframe. Ms Ruddy advised the Historic Cobalt Corporation will be responsible for the lighting, signage and wood treatment of the headframe. The Corporation understood that the Township of Coleman would be responsible for cutting the grass, the construction of a fence and a road adjacent to the headframe. Council will meet with the Historic Cobalt Committee on Monday, September 17th, 2007 at 6:30 to discuss the project and come to a consensus regarding the maintenance of the University Headframe.
Chief Breault was in attendance to report on fire response for the Township of Coleman. He advised the Municipal Complex is central in the Township and fire protection will be the same for all residents. Response time cannot be guaranteed for any location in the municipality as there are too many unknown variables – time of day, road/traffic conditions, weather etc. Fire fighters will do the best they can do for all Coleman Residents.
An Economic Development Committee will be held September 24th, 2007 at 6:00 p.m.
Mayor Belanger read a letter forwarded to the Honourable Dwight Duncan, Ministry of Energy, regarding Hound Chutes Dam Project. Council and the Marsh Bay Conservation Association are requesting that Minister Duncan confirm that a directive has been issued to Ontario Power Generation to install an Obermeyer weir on the Montreal River at Hound Chutes in order to regulate the water levels and spill capacity at the Hound Chutes power plant.

A discussion was held regarding ordering a badge for the By-Law Officer. The Clerk-Treasurer to check with Chief Breault whether he needs a badge. This matter will be discussed at the next meeting.
Works Foreman, Daryl Dufresne, advised the vault will be ready on Monday. The Clerk-Treasurer to contact Woody’s to fix the lock on the door. The Salt Shed is progressing. The leak on Martin Drive has been repaired. A Wood Shed, 20′ X 12″, will be built – cost approximately $1,200.00. The 1992 Dodge 1/2 ton truck will be advertised in the Speaker (as is/where is). Councillor Beeson will look into purchasing the “Adshead” screening plant.
The Coleman Water Distribution System Committee request that Mr. Dan Cleroux assist with the funding application project. A lengthy discussion was held regarding the Coleman Water Distribution System. The Committee expressed concerns with bleeding at the end of lines, freeze up in the winter, the installation of meters at each residence and at the end of the lines. Water Users also request that a plan be in place as stated in the Walkerton Inquiry. The Water Users request that Council address concerns mentioned in their letter of August 31st, 2007 and respond to the letter.
Councillor Beeson will approach K M K Consultants Limited to prepare an expression of interest for the new Ontario Small Waterworks Assistance Program. Funding would be used for an engineering study and line replacement for the Coleman Water Distribution System. Councillor Tresidder advised Water Users would be willing to pay the percentage difference should funding be obtained.
Copies of the Earlton-Timiskaming Regional Airport Confirming Agreement were distributed to Council. This matter will be discussed at the next meeting of Council. Mayor Belanger will attend the next meeting September 27th, 2007.
Council reviewed information regarding Hydro One grant for recreation facilities in Ontario and The Ontario Trillium Foundation for wheel chair access to the Community Hall. The Clerk-Treasurer to proceed with applications.

Council reviewed correspondence received from Northern Ontario Heritage fund approving the Township of Coleman application for an Economic and Financial Opportunity Officer. The Clerk-Treasurer to advertise the position in the newspaper
The Clerk-Treasurer distributed a preliminary report for the Community Reinvestment Readiness Program for Council’s review. Mayor Belanger and Councillor Perry will attend the next meeting which will be held October 2nd, 2007.

WHEREAS aboriginal Land Claims in Ontario are encompassing many municipalities and there is no mechanism to legally protect the municipal interest;
AND WHEREAS the Federal Government reviews and accepts claims for negotiations;
AND WHEREAS the Government of Ontario is a municipality’s primary partner in regards to municipal affairs;
AND WHEREAS the Government of Ontario has declined to sit at the negotiating table with the Township of Tyendinaga;
BE IT RESOLVED THAT the Council of the Corporation of the Township of Coleman fully supports the Township of Tyendinaga’s request that negotiations be stayed until they are granted a place at the negotiating table as the property being discussed is partly within the municipal boundaries;
AND BE IT FURTHER RESOLVED that negotiations be stayed until the Government of Ontario comes to the negotiating table and begins to take an active role in protecting the municipal interest and that municipal interests in these matters are given concrete legal standing within the Government of Canada’s land claim framework. Carried.
