Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council
Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, October 7th,
2013 at 6:30 P.M.

STAFF REPORTS
Works Department –
Mr. Bigelow will make a list of surplus equipment for the next meeting.
Lighting needs to be replaced in the workshop – estimate $2,275.00.
Councillor Marcella will travel the snowplow routes with Mr. Bigelow and make
recommendations for the next meeting.
The winter sand haul should be finished next week.

Administration –
The Clerk-Treasurer provided an update on outstanding water accounts.
The office hours will be changed to 8:00 a.m. to 4:00 p.m. effective January 1, 2014.
The Fire Underwriters Survey letter will be used until such time as the next Shuttle Tanker Shuttle
is done.
The Clerk-Treasurer will schedule a date for the completion of the map room filing and sorting.

DEPUTATION
Ms. Anita Koza was in attendance to update Council regarding the Cobalt Public Library.
The Cobalt Library are very appreciative of the Township of Coleman donations. One
hundred and thirty two Township patrons avail themselves of library services. A number of
events held at the Library throughout the year are very successful and well attended. Ms.
Koza agreed to continue as Coleman’s representative on the Cobalt Library Board.
BUSINESS ARISING FROM THE MINUTES
1. Sharp Lake Park Zoning By-Law Amendment
The Town of Cobalt requested and was granted a two week extension for providing the
required information for the Sharp Lake Gravel Pit Zoning By-Law Amendment.
Correspondence was received from Jeff Celentano Consulting Services.
2. Emergency Plan – Flood Annex
A meeting is scheduled for November 19th, 2013 for the preparation of the “Flood Annex” for
the Coleman Emergency Plan.
3. Recycling Plan
Only one tender was submitted for the Recycling Program for the Township of Coleman.
Councillor Marcella will review the tender and make a recommendation at the next Council
meeting.

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman
agrees to apply for funding
for the Temagami-Cobalt
Corridor Intern.
Take the Lake Way project
Motion 13-10-08 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman will
support, participate and partner in the Funding Application for the “Take the Lake Way”
project.

Town of Latchford – Bridge over Botha Creek
Motion 13-10-09 MOVED BY Cathy Marcella and SECONDED BY Lois Perry :
WHEREAS ratepayers of Latchford and Coleman are users of the former rail bed to Silver
Centre as access to their properties as well as fishing and hunting activities;
AND WHEREAS Botha Creek bridge which was originally built by the T&NO railway as part
of their spur line serves the historic Silver Centre mining camp as a significant historical
feature;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully
supports the Town of Latchford’s request that any plan by the Ministry of Natural Resources
and Ontario Power Generation to remove the Bridge over Botha Creek be suspended and the
bridge be restored to its original state so as to provide safe continued access for all users of that
area of Latchford. Carried.
CJTT FM – Spooktacular 2013 sponsorship – denied
3. William Dunning – Speed Limit
This matter was deferred to the next regular meeting.
4. Temagami-Cobalt Corridor Governance – agreement
Council will review the proposed agreement and make recommendation, if any, at the next
meeting.
5. MPAC – Heritage Properties
The Clerk-Treasurer will investigate heritage properties in the Township of Coleman.
6. Legion Campaign Office – Veterans & Troops Recognition Ad
Denied
7. Ministry of Citizenship and Immigration – June Callwood Outstanding Achievement Award
for Voluntarism in Ontario
Council reviewed this correspondence.
8. Ministry of Rural Affairs – Small, Rural and Northern Municipal Infrastructure Fund
A copy of the Small, Rural and Northern Municipal Infrastructure Fund package was provided
to Councillor Marcella.

Mayor Cleroux met with Northern College – There is a possibility SMC will be used as part of
their training program. They may want to use the Coleman community hall for their classes –
proposed fee for the use of the hall will be $100.00 per day.

Mr. Doug Clark will do a presentation on the Wild Life Centre in the near future. Ms. Dawn
Spires, Ministry of Northern Development and Mines is still working of funding for the
rehabilitation of hazards.
The Clerk-Treasurer will arrange training on word, publish, excel and power point for office
staff.
Mr. Jean Francois Doyon advised Agnico-Eagle Mines will not permit the spraying of the
burdock plants on their property. Mayor Cleroux will enquire is they will allow cutting the
plants.
