Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council

BUSINESS ARISING FROM THE MINUTES
Mr. Don Adshead – Operating Plan
Council reviewed the Operating Plan presented by Mr. Don Adshead. Council requested the
following amendments/additions to the plan: Attach By-Law 04-28 and a Letter of approval from the
Ministry of the Environment. Should crushing occur on the site, the noise and dust issues will have
to be addressed and a Certificate of Approval obtained. The Township of Coleman will install 911
signage of the new entrance on Bass Lake Road.
MTO – Contract # 2015-5008
Council reviewed correspondence from Mr. Ken Huen, P. Eng. Senior Project Engineer, Ministry of
Transportation, advising the Design-Builder is required to follow the Environmental Assessment
process including consultations with the Township of Coleman.

Conferences- Ms. Logan Belanger will attend the Treasurer’s Forum November 4th and 5th, 2015.
– Communities of the Montreal River Partnership
Motion 05-10-08 MOVED BY Ken Laffrenier and SECONDED BY Susan Cote:
WHEREAS the result of the “Prefeasibility Assessment of the Latchford Hydropower Project
Concept Design Study” completed by Hydrosys supported the feasibility of a Hydro project at the
Latchford Dam;
AND WHEREAS the “Prefeasibility Assessment of the Latchford Hydropower project Design
Study” outlined the key tasks required to proceed to a state of “shovel-readiness”;
AND WHEREAS the Northern Ontario Heritage Fund Corporation and FedNor currently have
programs in place that could support the efforts of the Communities of the Montreal River partnership
consisting of the Township of Coleman, the Town of Latchford, Temagami First Nation and
Timiskaming First Nation to proceed with the project;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman support
the applications for funding to FEDNOR and NOHFC for a combined total of not more than
$700,000.00 by the Communities of the Montreal River partnership;
AND FURTHER BE IT RESOLVED that subject to approval of the application by FEDNOR and
NOHFC, the Council of The Corporation of the Township of Coleman agrees to contributing its share
of the 25% of the applicant’s cash contribution (approximately $17,240.00) over the term of the
project (Sept 2015 – May 2017). Carried.
Council reviewed the following correspondence:

– NEOnet – Selection of vendor for Cemetery and 911 Dispatch
– TransCanada Pipeline – Energy East Pipeline Project
Ms. Logan Belanger updated Council regarding the Ministry of Agriculture, Food & Rural Affairs’
Rural Economic Development Program. Ms. Belanger will discuss this program with Ms. Michelle
Anderson, Economic Development Officer.
– Ministry of Natural Resources and Forestry – Crown Land
The Clerk-Treasurer to invite Ms. Julie Robinson, Ministry of Natural Resources, to attend a meeting
to discuss the Township of Coleman’s proposal which was approved by Minister Cansfield over 10
years ago. Council would welcome a discussion, in good faith, regarding this longstanding Project.

Temiskaming Nordic Ski Club
Councillors Perry, Cote and Laffrenier reported on a visit to the Temiskaming Nordic Ski Club trails.
After a lengthy discussion, Council agreed to ask the Road Foreman to visit the site to see what is
required to grade these trails and report to Council before proceeding with this request.
Municipal Road Upgrade Project
Councillor Marcella updated Council with respect to the work remaining on Coleman Municipal
Roads. Mr. Britt Herd advised the Girl Guide Road will be deferred to next year and Refinery Road
will be added to the road program.
