1. Calling the Meeting to Order
The meeting was called to order by Mayor Dan Cleroux at 6:00 p.m.

3. Declaration of Conflict or Pecuniary Interest and General Nature Thereof
Councillor Lois Perry declared a conflict of interest regarding item 11.2.5 – Temiskaming Speaker – Ad request for Remembrance Day.

6. Staff Reports
1. Works Department – Brian Bigelow distributed the Public Works report to Council, and discussed an increasing problem of missing road signs throughout the Township. Council directed staff to report stolen signs to the OPP. Council discussed the roads contractor for winter months.

2. Administration – The CCL Economic Development Officer sent an email requesting a special meeting to discuss economic development priorities for the Township, and Council scheduled a meeting date of October 26, 2015 at 6:00 p.m. at the Municipal Complex. A copy of the 2015 Building Permit report was distributed to Council for their information. Council rescheduled the regular council meeting date of December 28, 2015 to January 4, 2016, due to the Boxing Day statutory holiday.

7.1. Jack Church – Bass Lake Swim Program
Mr. Church thanked Council for the operation of the Bass Lake Park, specifically the swim program and for the great team of swim instructors. Council expressed their appreciation for the feedback, and also commended municipal staff for their efforts.

10. UNFINISHED BUSINESS
10.1. Temiskaming Municipal Building Association Letter – Re: Bass Lake Building.
In response to the Township’s Request for Inspection, the Chief Building Official submitted a letter outlining that, in his opinion, the building has deteriorated to the point where it would not be cost effective to repair, and that the state of structure could change rapidly over the course of the winter months. Council requested that a motion be prepared for the demolition of the building by Public Works staff in 2015.

10.2. No Hunting Sign – Victors Way
Municipal staff determined that the No Hunting Sign located on Victors Way is on municipal property. Council directed Brian Bigelow to remove the sign and replace with a Township issued sign.

Whereas the provisions of the Safe Drinking Water Act, 2002 Regulations 453/07 has been enacted which requires, as a condition of a municipal drinking water license, that Financial Plans be prepared for municipal water systems;
Whereas the financial plans must apply to a period of at least six years;
Be it resolved that Council approves the Township of Coleman’s Municipal Water Financial Plan for 2015 to 2019.

11.2.2 Donation to assist the Syrian Refugees – Defeated
11.2.3 Dissolution of MPAC

Seconded By: Councillor Ken Laffrenier Whereas the accuracy of assessments provided to municipalities from MPAC has been substantially challenged successfully by a number of large corporations costing property tax payers to shoulder the burden; And whereas the member municipalities of the Temiskaming Municipal Association have long expressed our displeasure with the inaccuracy of the assessments as provided to them by Municipal Property Assessment Corporation (MPAC);
And whereas this inaccuracy has AGAIN been confirmed by the appeals launched on their properties within the City of Toronto, including Queens Park, by the Province of Ontario WHO SETS THE RELATED ASSESSMENT POLICIES MPAC uses;
Therefore be it resolved that the Temiskaming Municipal Association request their member municipalities support the dissolution of MPAC in favour of the restoration of local assessment bodies;
Further, that this resolution be circulated to all member municipalities of the TMA, other municipal associations and to FONOM.

11.2.4 Prisim Publishing – Ad request for Remembrance Day

Be it resolved that Council for the Corporation of the Township of Coleman approves the ad request from Prisim Publishing for Remembrance Day, in the amount of $49.00 plus HST.

11.2.5 Temiskaming Speaker – Ad request for Remembrance Day

Be it resolved that Council for the Corporation of the Township of Coleman approves the ad request from Temiskaming Printing for Remembrance Day, in the amount of $85.00 plus HST.

11.3 Applications now open for Smart Grid Projects – Council received for information
11.4 Difference between OPP Section 5.1 (Non Contract) and Section 10 PSA (contract) Policing – Council received for information.
11.5 2015 Emergency Preparedness Exercise – Logan Belanger recommended the Township’s Control Group complete the IMS 100 (Introduction to the Incident Management System), an online course, as part of the Ministry’s annual compliance requirements.
11.6 Recycling Agreement – The Township’s recycling agreement will be expiring on December 10th, 2015. Council directed staff to prepare and issue a Request for Proposal.
11.7 Wind Farm Update – On October 8, 2015, Councillor Lois Perry, attended a meeting regarding the Wind Farm proposal. A representative from wpd Canada will be contacting the municipal office to schedule a meeting with Council to discuss the project. In preparation for the meeting, Council will compile a list of questions.
11.8 Direct Deposit

Whereas Paymate Software has made arrangements with Beanstream to handle direct deposit for Paymate customers;
And whereas this gives the option for customers to pay their employees their net pay by direct deposit into employee bank accounts;
Be it resolved that Council for the Corporation of the Township of Coleman authorizes staff to apply for payroll direct deposit with Paymate, using the following pricing structure:
 One-time set up fee of $45.00
 Monthly fee of $15.00
 Transaction Fee of $0.45

1. Public Works
Mayor Dan Cleroux informed Council that there were no updates to report.
2. Finance
Councillor Cathy Marcella distributed and reviewed the Township of Coleman’s Road Plan Update, as of October 21, 2015. Councillor Marcella also recommended sending a letter of appreciation to Miller Paving.
3. Government Liaison
Mayor Dan Cleroux informed Council that there were no updates to report.
4. Tourism & Recreation
Councillor Lois Perry commented that Miller’s completed the cement slab, and that all materials were donated. Thank you letters will be prepared for those who donated to the project. An official opening for the new structure will be organized next year.
