Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council
Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, October 21st,
2013 at 6:00 P.M.

ACCOUNTS
Motion 13-10-15 MOVED BY Susan Cote and SECONDED BY Lisa Neil:
BE IT RESOLVED THAT THE General Accounts in the amount of $77,009.17 be passed and
paid. Carried.
Motion 13-10-16 MOVED BY Lisa Neil and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT THE the Payroll in the amount of $18,486.61 for the month of
October be passed and paid. Carried.
STAFF REPORTS
Works Department
Works Foreman reported many items on list of Complex repairs are completed. Will assess
remaining jobs on Friday, October 25. May contract job out if necessary.
Works Foreman and Councillor Marcella will scout residents storing old vehicles and having
obstructions such as extension cords on Coleman Roads. They will provide office with a list
needing 1st reminders of the Clean Yard By-Law #12-23 also to be forwarded to By-Law
Officer for further action. Letters encouraging Safety issues will be mailed upon list. This will
take place Friday, October25,2013.
Works Foreman suggests selling surplus equipment and will investigate a reasonable price.
Garbage pick-up – crew has been lenient to date for garbage bag size but from this time forward,
bags larger than 30″X33″ will NOT be picked up.

Fire Department
Coleman Fire Department’s Open House – Dyane Mcullough/Office of Fire Marshal attended, was
a great success.
Construction of new storage addition for fire hall will be deferred to spring 2014.
Council requests 3 quotes furnace repair ( furnace in fire hall).
Fire Permits – finished October 31
Chimney Inspections – will investigate who is responsible – structure may fit under CBO
Brush Fires – one October 5, 2013
Course – Traffic Protection for First Responders – October 29 2013

By-Law – Brief Update.
Administration
Complaints received by residents were reviewed (hunters, speed limits). The police should be
call at the time of occurrance.

BUSINESS ARISING FROM THE MINUTES
1. Temagami-Cobalt Corridor – Intern
Ms. Sarah VanWettan will prepare and submit the application for the next intern for the
Temagami-Cobalt Corridor.

WHEREAS the Municipality of Temagami, the Towns of Latchford and Cobalt and the
Township of Coleman deem it necessary to enter into an agreement to provide for the joint
management and operation of an economic development board;
AND WHEREAS the parties have agreed to jointly manage and operate an economic
development board to be known as the “Temagami-Cobalt Corridor” for the purpose of
economic development in the areas defined in the agreement;
BE IT RESOLVED THAT The Corporation of the Township of Coleman supports the joint
agreement for the purpose of economic development for the Temagami-Cobalt Corridor.Carried.
2. William Dunning – Bass Lake Speed Limit
– signs have been moved to include Landers Lane in the 20km speed limit.
3. Coleman Recycling Program.
Motion 13-10-21 MOVED BY Lisa Neil and SECONDED BY Susan cote:
WHEREAS Council accept the tender (upon legal review and recommendation) as presented
by Eco-Logix at the regular meeting October 7, 2013.
BE IT RESOLVED THAT this motion is to authorize the Mayor and Clerk of the Township of
Coleman to draft the by-law and sign agreement subject to legal and contract advice from our
legal firm. Carried.
4. Recycling Council of Ontario Waste Reduction Week – Reviewed by Council.
5. TransCanada Energy East – Ferguson Road – cannot be drained – Road Foreman states this is a
problem.
