Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, October 6th, 2014 at 6:00 P.M.

ADOPTION OF THE AGENDA

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of October 6th, 2014 as presented: Carried.

DECLARATION OF CONFLICT OR PECUNIARY INTEREST

Councillor Marcella regarding matters dealing with Hunt/Adshead Severance.

ADOPTION OF THE MIN UTES

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed: Regular Meeting – September 22, 2014 Carried.

ACCOUNTS

Motion 14-10-03 MOVED BY Lisa Neil and SECONDED BY Susan Cote :

BE IT RESOLVED THAT THE General Accounts in the amount of $177,499.13 be passed and paid. Carried.

DELEGATION

Mr. Jim Birtch was in attendance to voice his displeasure with the building permit process for his residential garage to be located on his lot on Bass Lake Road. There is question whether the “engineered” drawings for building meets the required standards. Mayor Cleroux will discuss the matter with Mr. Seymour.

STAFF REPORTS

Works Department

Mr. Bigelow met with Mr. Legault to check the fire hydrants. There is a problem with the O rings in some of the hydrants. All O rings will be changed in all hydrants. Hydrants will be checked in the Spring and Fall and flushed twice per year – this process will become part of the operational plan. Mr. Pat Tresidder will be hired to perform this work as he is certified.

BE IT RESOLVED THAT Council approves the Public Works Report submitted by Mr. Brian Bigelow, as presented: Carried.

Fire Department

Councillor Cote advised the Coleman Volunteers Firefighters held their meeting last Thursday.

The Food Bank Drive was held October 4th, 2014.

The annual Smoke Detector Campaign is being held October 6th and 11th, 2014.

An Open House will be held October 11th, 2014 from 10:00 a.m. to 2:00 p.m.. Chief Laitinen invited Council personally.

BE IT RESOLVED THAT Council approves the Fire Department Report submitted by Councillor Sue Cote, as presented: Carried.

Administration

A request was made for permission to start burning at 4:00 p.m. on weekends as it gets dark too quickly during Winter Months. Chief Laitinen approved the request providing all By-Law requirements are adhered to.

The Clerk-Treasurer distributed the following documents to Council

– 2014 Building Permit Report to September 30th, 2014

– A Delicate Balance – Ministry changes course on joint and several liability

– Funding – Coping in Today’s Fiscal Reality

The offer of purchase for the Marsh Bay Lot has been withdrawn.

A resident has expressed concern with Loon Lake South with respect to future development in the area.

BE IT RESOLVED THAT By-Law No. 14-28 being a by-law to authorize the execution of a subdivision agreement with Albert Luigi Chitaroni and Carol Wanda Chitaroni for the Albert’s Way Subdivision be be read a first and second time.

Hunt/Adshead Severance – Motion update

Motion 14-10-09 MOVED BY Lisa Neil and SECONDED BY Susan Cote:

BE IT RESOLVED THAT Condition 4 and 6 be revised to state:

“4. That prior to issuance of a building permit, the Township receive documentation that the lands proposed for residential use on the merged lot are properly rehabilitated to make them safe for residential use.”

“6. That prior to stamping deeds, the applicant provides the Township with proof of legal access to the retained lot.”

That Condition 8 be removed and instead be a notice that is placed after the Condition 7 that reads:

“Upon completion of the conditions as outlined above, the Clerk of the municipality shall give a certificate to the applicant stating that the consent has been given. Within a two-year period from the date of the certificate, the Owner(s) must file with the Clerk, the ‘electronic registration preparation documents’ for the Conveyance for which the Consent is required, otherwise the consent will lapse per Section 59(43) of the Planning Act.” Carried.
