Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, November 8th, 2006 at 6:00 P.M.

Mr. Ross Latter was in attendance to present Kemp Elliott & Blair’s independence letter and the terms of engagement covering the audit of the financial statement of the Township of Coleman for the fiscal year ending December 31, 2006, signed by Council.

Motion 06-11-01 MOVED BY Lois Perry and SECONDED BY Marcel Allaire:

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed: Regular Meeting – October 27, 2006 Carried.

Motion 06-11-02 MOVED BY Marcel Allaire and SECONDED BY Lois Perry::

BE IT RESOLVED THAT the General Accounts in the amount of $124,484.84 and Payroll in the amount of $25,707.59 be passed and paid. Carried.

Motion 06-11-03 MOVED BY Lois Perry and SECONDED BY Kurt Leopold:

BE IT RESOLVED THAT By-Law No. 06-30 being a by-law to confirm certain proceedings of Council be read a first and second time.

Carried.

Motion 006-11-04 MOVED BY Lois Perry and SECONDED BY Marcel Allaire:

BE IT RESOLVED THAT By-Law No. 06-30 be read a third and final time and be passed and enacted. Carried.

Chief Jeff Breault advised the Coleman Fire Department will take part in the Santa Claus Express and provide some treats for the children. A wreath will be purchased for Remembrance Day ceremonies from the Royal Canadian Legion. Pins will be purchased in recognition for 5 years and 10 years of volunteer service in the Fire Department. The Clerk-Treasurer to prepare a financial statement for the O.F.M. funding.

Mayor Belanger read the Municipal Lawyer’s letter regarding the Town of Cobalt’s proposed annexation. Mr. Watt advised “the Ministry of Municipal Affairs has advised that the most recent Cobalt restructuring request will not even be considered by them since it does not meet the requirements of the Municipal Act.”

Councillor Linda Cunningham, Town of Kirkland Lake, sent congratulations for the opening of the Township’s Municipal Complex.

Correspondence received from Mr. Butch Windsor, Municipal Planner, regarding zoning around Sas Lake was reviewed. Mr. Windsor advised, “the area being protected from development is greater in area within the new comprehensive By-law, that which was originally protected by the Ontario Municipal Board decision” (August 1986). Mr. Windsor’s report will be forwarded to Diane Johnston in response to her enquiry.

A discussion was held regarding Historic Cobalt Corporation’s request to include the University headframe under the Township’s blanket insurance policy. The Municipal Insurance Agent has advised against this request – the Clerk-Treasurer will request that he provide this opinion in writing.

The Clerk-Treasurer will submit the Bear Wise Funding application to include 100 UnBear Able Bins

as well as Awareness/Education material.

Correspondence received from Ontario Power Generation was reviewed. Another series of interviews will be conducted in the near future.

BE IT RESOLVED THAT Chief Jeff Breault be authorized to purchase a computer system/project or for Corel presentation to assist with fire training – approximately $3,000.00. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer and Road Superintendent be paid for holidays not taken during 2006. Carried.

Motion 06-11-07 MOVED BY Kurt Leopold and SECONDED BY Lois Perry:

BE IT RESOLVED THAT the Corporation of the Township of Coleman approves the purchase/lease of an economy size vehicles for the Chief Building Official – all expenses related to this vehicle will be reimbursed to the Township of Coleman by the Building Association. Carried.

BE IT RESOLVED THAT the Corporation of the Township of Coleman will sponsor the advertising for the 2006 Santa Claus Express. Carried.

Motion 06-11-09 MOVED BY Kurt Leopold and SECONDED BY Lois Perry:

BE IT RESOLVED THAT the Road Superintendent be authorized to purchase a yellow 1987 plow truck from the Township of Kerns for the amount of $23,000.00. Carried.

BE IT RESOLVED THAT Severance Application B6/05 (Jenny Gutzman) be approved with the following condition – Registered Easement be provided to South property line of new parcel from Part 4 of Plan 54R-3380 Carried.

Council reviewed correspondence received from the Chamber of Commerce regarding free event listing and the Radio Auction.

Council was presented with a copy of a Community Hall Policy for their consideration. This matter will be discussed at the next regular meeting.
