Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council
Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, November 4th,
2013 at 6:30 P.M.

ADOPTION OF THE AGENDA
Motion 13-11-01 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT Council approves the agenda for the regular meeting of November
4th, 2013 as presented with the addition to Committee Reports:
Finance Statement Carried.
DECLARATION OF CONFLICT OR PECUNIARY INTEREST
Councillor Neil declared a conflict with matters dealing with the Duval request.
ADOPTION OF THE MIN UTES

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as
distributed: Regular Meeting – October 11, 2013 Carried.
ACCOUNTS
Motion 13-11-03 MOVED BY Cathy Marcella and SECONDED BY Lisa Neil :
BE IT RESOLVED THAT THE General Accounts in the amount of $45,563.15 be passed and
paid. Carried.
STAFF REPORTS
The Clerk-Treasurer provided Council with an Insurance opinion for the Heritage Silver Trail, a
preliminary Flood Response Support Plan and Planning Workshop reports.

BE IT RESOLVED THAT Council approves the Administration Report submitted by the
Clerk-Treasurer, as presented: Carried
BUSINESS ARISING FROM THE MINUTES
1. Recycling Project
– Notices have been sent to all residents advising them of the Recycling Process and the public
meeting to be held on November 12th, 2013. Councillor Marcella and the Clerk-Treasurer
have an appointment with the lawyer on November 8th to review the agreement.
2. MPAC – 2014 Election Polls
– There will be no changes to the polls for the 2014 elections. Regular ballots will be used.
– The garbage pickup day will be changed to December 23, 2013 and the regular meeting
scheduled for December 30th will be cancelled.

3. New Truck Extended Warranty
Motion 13-11-05 MOVED by Susan Cote and SECONDED BY Lisa Neil:
BE IT RESOLVED THAT Mr. Brian Bigelow be authorized to purchase a 6 year extended
warranty in the amount of $3,600.00 + tax for the 2014 F-450 Cab & Chassis with Dump &
Plow Combination truck as per documentation provided – Base Care. Carried.
4. Private Plowing / Road Review
Councillor Marcella and Works Foreman reviewed the driveways which are plowed during
the Winter months. Councillor Marcella reported that there will be some changes to the
Private Plowing fees in 2014/2015. The Private Plowing policy will be updated and
distributed to each User.
Mayor Cleroux will discuss the maintenance of Toronto Street during the winter months with
Mr. Bigelow.
Council also reviewed the building assessment report. Mayor Cleroux will go over the building
assessment with Mr. Bigelow. Tenders will have to be advertised to finalize the repairs
identified in the assessment report.

Small, Rural and Northern Municipal Infrastructure Fund
Motion 13-11-06 MOVED BY Cathy Marcella and SECONDED BY Lois Perry:
WHEREAS the lack of Guide Rails, the lack of property drainage and road curves are creating
hazards in the North end of the Township of Coleman for both vehicular traffic and
pedestrians;
AND WHEREAS the installation of guide rails and proper culverts would greatly improve the
conditions in the areas where steep embankments pose hazards on both Nipissing Road and
Coleman Road;
AND WHEREAS the Capital Program includes the Health and or safety issues related to road
infrastructure primarily in terms of accident risk;
AND WHEREAS Nipissing Road and Coleman Road both include hazards which pose health
and safety risks to Coleman residents;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully
supports the Small, Rural and Northern Municipal Infrastructure Fund – Capital Program –
Expression of Interest for the Road Hazard Mitigation Plan for the two hazards located on
Nipissing Road and Coleman Road in the amount of $295,097.00. Carried.
3. CUPW.STTP – The future of Canada Post
– A copy the CUPW.STTP correspondence regarding the future of Canada Post will be
distribute
to Council for review.

4. Pama-Lynn Duval – Land Sale
– Council approved Ms. Duval’s request to sell Lots 8 & 9, Plan 54R-5613 with the conditions
listed in her letter dated October 28th, 2013
5. Latchford Dam – public information session
– Mayor Cleroux advised that a public information session regarding the Latchford Dam will
be held Thursday, November 7, 2013 at 7:00 p.m. at the Latchford Community Recreation
Center. He explained that he has some concerns with respect to spawning beds.
6. AMO – Federal Gas Tax
– A letter will be forwarded to the Hon. John Vanthof, MP, expressing our appreciation for
the Gas Tax provided to the Township of Coleman annually.

1. Finance Report
Councillors Cote and Marcella provided a financial report showing the Revenues and
Expenditures year over year from 2004 to 2013. Overall Expenses have grown over the last 9
years by 58.3% and Revenues have grown by 52.3% showing an average variance of 0.8%.
