Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, November 19th, 2012 at 6:00 P.M.

ADOPTION OF THE AGENDA

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of November 19th, 2012 as presented: Carried.

DECLARATION OF CONFLICT OR PECUNIARY INTEREST

Mayor Cleroux declared a conflict with matters dealing with the Temagami Cobalt Corridor.

Councillor Perry declared a conflict with matters dealing with the Speaker.

STAFF REPORTS

Works Department

– Mr. Bigelow advised he will be installing two “No Parking” signs at the end of Bass Lake Road.

– Mr. Bigelow presented his 2013 budget. Councillor Marcella and Cote will meet with Mr. Bigelow and the Clerk-Treasurer to review the budget.

– The waste site will be open December 29th and 31st, 2012. Garbage pick up will be held Thursday, December 29th, 2012 and January 3rd, 2013.

Administration Report

The Clerk-Treasurer presented the following to Council:

– Asset Management Workshop report

– Human Resources Law workshop report

– OMPF 2013 announcement.

BUSINESS ARISING FROM THE MIN UTES

1. Temagami Cobalt Corridor –

Council reviewed and approved the Township of Coleman Community Profile. Councillor Perry will investigate the possibility of adding to the Township of Coleman Website.

Council reviewed the Local Initiative Fund Application submitted by the Temagami Cobalt Corridor Committee.

2. CIBC Investment

The Clerk-Treasurer reported on a conversation with Ms. Kimberley Grant, CIBC, regarding the Township investment which totals $246,165.01 – a copy of the transaction history was provided to Council.

3. Accessibility Plan

The Clerk-Treasurer reported on the Township of Coleman’s Accessibility Plan. Accessibility training will be updated for the Township employees and volunteers.

4. Carriere Road – Hydro One Easements

Council approved EXP’s draft reference plans for Hydro Easements, Part Lot 11, Concession 5, Coleman, Carriere Road Subdivision. The Clerk-Treasurer to request that EXP register the plans at the Land Registry Office.

5. Nipissing Road – closure/upgrades

A discussion was held regarding Nipissing Road’s possible future closure or upgrade. Mayor Cleroux suggested that only guide rails be installed on the road at this time. Hard surfacing would be considered at a later time. Council or the administration office have not received any opposition to the proposed closure. Mr. Bigelow and Mayor Cleroux will proceed with getting GPS markers for the location of the proposed closure. Council will authorize the Clerk-Treasurer to start the closure process at the next meeting.

1. Conferences

– Fuels Safety – training course

BE IT RESOLVED THAT Mr. Brian Bigelow and Mr. Peter Monk be authorized to attend the Municipal Site Operator Training Course – cost $199.00 plus HST each (Fuel Safety). Carried.

– Limited Subsystem Certificate – water system

BE IT RESOLVED THAT Mr. Peter Monk be authorized to take the Limited Subsystem Certificate course for small water systems. Carried.

2. Resolutions-

– Ontario Northland – public crossings

Mayor Cleroux will contact Ontario Northland to request an explanation of the charges for Public Crossing at Mile 102.06 Temagami Subdivision Coleman Road and Mile 97.81 Temagami Subdivision Marsh Bay Road.

– Cobalt, Coleman, Latchford & Area Food Bank

Council reviewed the Cobalt, Coleman, Latchford & Area Food Bank’s request for support for their commitment to the Firefighter’s Museum. The Clerk-Treasurer to request a copy of their financial statement and advise Mr Bremner, Manager, that Council will consider a donation in the 2013 budget.

– Community Living – per capita municipal grant

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $179.10 which represents the per capita municipal grant for 2013 to Community Living Temiskaming South. Carried.

– Purchase of fridge for hall

This expense will be considered in the 2013 budget.

– Neptune Technology Group – maintenance contract

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the 2013 extended maintenance contract to Neptune Technology Group in the amount of $2,973.60. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the 2013 membership to the Federation of Canadian Municipalities in the amount of $180.06. Carried.

Minister of Canadian Heritage and Official Languages – 60th Anniversary of Her Majesty The Queen’s ascension to the Throne as Queen of Canada.

COMMITTEE REPORTS

1. Public Works – N/A

2. Finance

Councillor Marcella updated Council regarding the 2012 financials and 2013 budget process.

Councillor Perry presented the Bass Lake Committee proposed 2013 budget. It was suggested that the fence be moved back to allow vehicles to park off the road in the Summer. Rents have been increased and small increases are planned for the next five years.

BE IT RESOLVED THAT the December 31st, 2012 regular council meeting be cancelled – the next regular meeting of council will be held January 14, 2013. Carried.

3. Government Liaison

Mayor Cleroux requested that the Clerk-Treasurer prepare a succession plan for her future replacement.

Councillor Marcella requested that the office be closed for one week in May in order to give the office staff time to put some order in the vault and storage room. Council agreed.

COMMITTEE REPORTS

4. Tourism & Recreation

Councillor Marcella advised the Coleman newsletter will be going out early in December. Council denied Mrs. Lorraine Johnston’s request to insert her letter regarding Victor’s Way.

A discussion was held regarding the Town of Cobalt’s “Coleman Water” comments in the Weekender. Councillor Marcella updated Council regarding the process with the Water Service Agreement. Mayor Cleroux will meet with Mayor Sartoretto to discuss this matter.
