Works Department
– Mr. Brian Bigelow advised he has picked up the new 2014 Ford F-450 with plow.
– A “thank you” will be sent to the Town of Cobalt for the use of their garbage truck.

Administration
– The Clerk-Treasurer distribution the following to Council
Coleman Township Water Financial Plan
OMPF Allocations for 2014
2014 Municipal Elections Timetable
– Council reviewed and approved the notices listed in the Weekender for
December 2013
– The question of apartments on top of garages and in houses will be discussed with the Municipal
Planner in the coming year.
– The Clerk-Treasurer will not submit the proposal from FONOM for Sponsored Group Benefit
Program.

DELEGATION
William Sutton – Snow Plowing
– Mr. Sutton was in attendance to discuss the removal of snow on West Cobalt Road and the lane
behind his residence. He advised he has been removing the snow from the laneway in the past but
would not be doing it this year. Council approved the moving of snow from his driveway on West
Cobalt Road providing he pushes it far enough off the road so as not to create a build up of snow
on the roadway.
BY-LAWS
1. By-Law No. 13-42 being a by-law to authorize the execution of an agreement with Belinda
Beairsto

BE IT RESOLVED THAT By-Law No. 13-42 being a by-law to authorize the execution of a
contract with Belinda Beairsto carrying on business as Eco-Logix be read a first and second time.
Carried.
Motion 13-11-22 MOVED BY Susan Cote and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT By-Law No. 13-42 be read a third and final time and be passed and
enacted.. Carried.
Electronics will be deposited at the Municipal Waste Site for recycling by the Waste Site
Attendant.
Ms. Beairsto will visit larger business in the municipality to discuss future recycling of their
cardboard, plastics and other recyclables and report to Council. In the interim, businesses will
bring their garbage to the municipal waste site as usual.

garbage

WHEREAS Section 239(2) states that a meeting or part of a meeting may be closed
to the public if the subject matter being considered is:
(a) a proposed or pending acquisition or disposition of land by the municipality or
local board;
(bf) advice that is subject to solicitor-client privilege, including communications necessary for
that purpose;
BE IT RESOLVED THAT Council agrees to reconvene in closed session at 7:05 p.m.
to discuss the following matter: Offer of purchase of land – Ferguson Road

BUSINESS ARISING FROM THE MINUTES
1. Private Plowing and Building Assessment update
– The Private Plowing Program will be assessed throughout the winter months in 2013/2014.
– Mr. Bigelow will continue with the repair/assessment of the Municipal Complex.
– A notice will be placed in the newspaper for a Plow Operator on an on call basis.
2. Fire Department Communications Systems Agreement update
– deferred to the next regular meeting
3. Canada Post review – deferred to the next regular meeting.

4. Temiskaming Speaker – Quotation for magnets and Website
Council approved the Temiskaming Speaker’s quotation for Recycling
magnets and Coleman Website upgrade.
5. Northern College – Hall Rental
Council reviewed and approved Northern College’s request for rental of the hall for their Milling
Program.
NEW BUSINESS
Conferences – ROMA/AGRA Combined Conference
Motions:
Tri Town Ski Village –
Council denied the Tri Town Ski Village’s request for donation
Temiskaming South Community Living –
Council approved the per capita grant for 2013.
The Salvation Army – Christmas Hamper Campaign
Council denied The Salvation Army’s request for a contribution to the Christmas Hamper
Campaign.

(4) students for the Summer Career Placement Program for 2014. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to submit an application for two
(2) students to the Ministry of Citizenship, Ministry of Culture, Ministry of Tourism and
Recreation for a grant for summer students for 2014. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to submit an application for four
(4) students to the Ministry of Northern Development and Mines for a grant for summer students
for 2014. Carried.

BE IT RESOLVED THAT Municipal Employees be paid for 2013 overtime and holidays not
taken during the year. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay all accounts presented to the
Township up to and including December 31, 2013. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the honorarium to the
Property Standards Committee for the year 2013. Carried.

BE IT RESOLVED THAT the Township Auditors be instructed to
transfer surplus, if any, for 2013 to working capital reserve account, any
deficit be withdrawn from working capital reserve account.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase (20 lbs) turkeys for all
Members of Council and Township Employees and Volunteers and hams for the Volunteer
Firemen.
In addition 2 turkeys and 1 ham will be purchased for the Annual Christmas Dinner at the Golden
Age Club on December 25th, 2013. Carried.

BE IT RESOLVED THAT the following be appointed Fire Wardens for the Township of
Coleman for the year 2013:
– Brian Bigelow and Peter Monk
– Claire Bigelow, Brian Bigelow, Christine Gagnon, Dianne Desormeaux and Don Laitinen to
issue burning permits. Carried.
3. The Bunker Military Museum – Annual Christmas Dinner
Council reviewed the Bunker Military Museum’s correspondence advising that their Annual
Christmas Dinner will be held on December 7th, 2013.
4. Elk Lake Community Forest – Whip-Poor-Will Survey
Mayor Cleroux advised that the Whip-Poor-Will survey indicated that there were none to be
found in the area of Bay Lake (Montreal River)
5. Quality Management System Operational Plan – Water

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman
approves the Quality Management System Operational Plan provided by The Corporation of the
Town of Cobalt, the Operating Authority, for the Coleman Water Distribution System. Carried.
6. Gerald and Lynn Cote – Consent Application and Minor Variance Application

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman
approves Severance Application B1-13 (Gerald & Lynn Cote) with the attached conditions.

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman

Council reviewed Mrs. Nina Chamaillard’s correspondence regading the Cobalt’s Headframes.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to request that the Coleman Website upgraded for the cost of $720.00 by Temiskaming Printing.
