Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman
Township, on Tuesday, November 12th, 2013 at 6:00 p.m.

ADOPTION OF THE AGENDA
Motion 13-11-12 MOVED BY Lois Perry and SECONDED BY Lisa Neil:
BE IT RESOLVED THAT Council approves the agenda for the regular meeting of
November 12th, 2013 as presented. Carried.
DECLARATION OF CONFLICT OR PECUNIARY INTEREST

DEPUTATION
Mr. Gino Chitaroni was in attendance to discuss the Chitaroni Subdivision
– Council reviewed the map showing the lots created at the time of the original
subdivision application Mr. Chitaroni presented a Preliminary survey of Road A which
renames the road “Albert’s Way. The survey identifies the lots to be included in the
revised application without the lots which have been previously been sold. Part of the
road is located on Mr. Paul Chitaroni’s parcel – Mr. Paul Chitaroni will provide the
Township of Coleman will a letter giving permission for the road to cross his parcel. Mr.
Rick Miller, Chitaroni’s Planner, will forward an electronic copy of the preliminary survey
to the Township of Coleman Planner and prepare a proposed agreement.
BUSINESS ARISING FROM THE MINUTES
1. Small, Rural & Northern Municipal Infrastructure – Capital Program
Motion 13-11-13 MOVED BY Lois Perry and SECONDED BY Lisa Neil:
WHEREAS the Council of The Corporation of the Township of Coleman has completed a
comprehensive asset management plan that includes all of the information and analysis
described in Building Together: Guide for Municipal Asset Management Plans;
AND WHEREAS the comprehensive asset management plan is presently publicly available and
will be posted on the Township of Coleman website before May 30, 2014;
AND WHEREAS the project put forward in this application will be completed by December 31,
2015;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully
supports the Small, Rural and Northern Municipal Infrastructure Fund – Capital Program –
Expression of Interest for the Road Hazard Mitigation Plan for the two hazards located on
Nipissing Road and Coleman Road in the amount of $295,097.00.
2. Recycling Report & Magnet
– The Clerk-Treasurer to request a quote for a magnet listing the Recyclable Materials
and Non-Recyclable Materials.
– Copies of the Recycling Contract, Agreement By-Law and Garbage Collection By-law
were distributed to Council for review.

– Council reviewed the Recycling Talking Points to be presented at the Public
Meeting.
3. Haileybury School of Mines – hall rental
– The Clerk-Treasurer to request more information before making a decision about
the hall rental.
