Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, May 26th, 2010 at 6:00 P.M.

Councillor Lois Perry declared a conflict of interest with matters dealing with The Voice
Councillor Albert Chitaroni declared a conflict of interest with matters dealing with the Coleman Water Distribution System.
Mr. Cleroux was in attendance to voice his objection to Hydro One’s herbicide application in the Township of Coleman. The Clerk-Treasurer to forward a letter to Hydro One voicing Council’s objection to this operation in the municipality.
Fire Department: Coleman Fire Department attended a call at Cross Lake where approximately 100 persons were having a bonfire during a fire ban imposed by the Ministry of Natural Resources. Chief Laitinen suggested that “No Trespassing” signs be in place in this area. Volunteers will be cleaning the garbage along Highway 11B again this year.
Works Department: the Hoist Inspector completed his yearly inspection. Coleman employees will attend a WHMIS course with SMC employees. Mr. Dufresne will obtain more information from Mr. Montgomery before making a decision regarding private plowing.
Coleman Water Distribution System: Councillors Beeson and Tresidder reported on the Pre Construction meeting held this afternoon with AECOM and Pederson Construction. Golder Associates submitted two copies of their Geotechnical Report. Mrs. Cathy Marcella reported on a conversation with Mr. Brian Searle, Municipal Advisor regarding Users, charges, water rates and fire hydrants.
Bass Lake Committee:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to order riding mower for the price of $6,451.87 for Bass Lake Park. Carried.
The Clerk-Treasurer to submit the petition to the Ministry of the Environment and the Minister of Northern Development, Mines and Forestry regarding the Cobalt Refinery Property to ensure that contaminants are stored in a safe manner and to ensure that plans to prevent the risk of spills of pollutants are implemented.
Mayor Belanger will attend Solar 101 Sustainable Energy and Sustainable Economic meeting on May 27th in Haileybury.
Louis Dufresne: Map. Councillors Perry and Tresidder will visit the site to assess Mr. Dufresne’s request to purchase five acres.
Northern Ontario Heritage Fund Corporation declined the Township of Coleman’s application for fund to improve municipal roads.
Councillor Perry has submitted samples for approval for the TMBA logo.
Councillor Perry reported on the CCLT meeting held last week. The Committee is planning to hold a Joint ATV rally in August 2011. Volunteers will be needed to organize this event.
Councillor Perry reported on a blast heard on May 17, 2010 in the Loon Lake Area and other areas in the Township of Coleman. The blast originated in Cladwell’s pit. The Clerk-Treasurer to forward a letter of complaint to the Ministry of Northern Development and Mines.
Councillor Perry voiced her concern with the use of “Personal Water Crafts” on Loon Lake during Nesting and Spawning Seasons. The Clerk-Treasurer request information from the Ministry of Natural Resources regarding this matter.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in Prism Publishing for “Tribute to Canadian Armed Forces” in the amount of $49.00. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer e authorized to donate $3,500.00 to the Cobalt Mining Museum to assist with their Summer Student. Carried.

BE IT RESOLVED THAT the Silverland Cemetery and Cobalt Coleman Catholic Cemetery be given a grant of $1,300.00 each and the Royal Canadian Legion Cemetery be given a grant of $300.00 for 2010. Carried.

Motion 10-05-27 MOVED BY Lois Perry and SECONDED BY Ron Beeson:
WHEREAS the Municipal Act, S.O. 2001, Section 267(1) states that every municipality shall establish procedures governing the sale of land;
AND WHEREAS By-Law 04-34(3) states that prior to the disposal of property the Council shall by resolution declare the property to be surplus;
BE IT RESOLVED THAT the Council of the Corporation of the Township of Coleman that 374142 The King’s Highway 11B – Pt 1 Pl 54R-5330 Pt Bkn Lt 11, Concession 5 be declared surplus.
Council approved the Girl Guides of Canada’s request for pins and post cards.
A certificate was received from Spring Pulse in recognition for the Township of Coleman’s 2010 Gold Sponsorship.
Mayor Belanger reviewed correspondence received from the Ministry of Citizenship and Immigration regarding Ontario’s Medal for Good Citizenship.
An offer of purchase for a parcel in Mileage104 received from Mr. Michael Cooper was denied – the property is not for sale.
Council approved the Trow’s preliminary drawings for the land development on Airport Road.
