Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council

Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Tuesday, May 19th, 2015 at

6:00 P.M.

ADOPTION OF THE AGENDA

Motion 15-05-18 MOVED BY Lois Perry and SECONDED BY Ken Laffrenier:

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of May 29th,

2015 as presented: Carried.

DECLARATION OF CONFLICT OR PECUNIARY INTEREST

Councillor Perry declared a conflict of interest with matters dealing with The Voice and The

Speaker.

ADOPTION OF THE MINUTES

Motion 15-05-19 MOVED BY Ken Laffrenier and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as

distributed: Regular Meeting – May 4, 2015 Carried.

ACCOUNTS

Motion 15-05-20 MOVED BY Cathy Marcella and SECONDED BY Lois Perry :

BE IT RESOLVED THAT THE General Accounts in the amount of $15,623.26 be passed and

paid. Carried.

STAFF REPORTS

Public Works

– A lengthy discussion was held regarding overtime hours due to winter maintenance. Council

recommended that the public works department limit their general expenses in order to remain

within 2015 budget.

– Murphy Mill Road will brushed and graded .

BE IT RESOLVED THAT Council approves the Public Works Department Report submitted by

Mr. Brian Bigelow, as presented: Carried.

Fire Department

– Mayor Cleroux requested the Fire Department’s assistance with the removal of graffiti at the

Little Silver Vein.

– Chief Laitinen advised 48 garbage bags were collected in the Highway 11B clean up

– The Fire Department responded to a Mutual Aid call in Haileybury on May 6, 2015.

STAFF REPORTS continued

– A discussion was held regarding invoicing a homeowner for a union gas line leak. The Clerk-

Treasurer to advise the homeowner that he will be invoiced for all costs should an incident reoccur

in the future.

– The fire hose was pressure tested as per NFPA standards. The certificate will be mailed for our

records.

– Unit # 4 was sent for repair to leaking wheel seal.

BE IT RESOLVED THAT Council approves the Fire Department Report as provided by Chief

Don Laitinen.

Administration

– Ms. Christine Rogers, Uniongas, will advise when she can meet with Council.

– Part time employees who are paid 4% for holidays do not qualify for holidays and time off for

sick time.

– A 2014/2015 Private Plowing report was distributed to Council.

– A report on the Ontario Trillium Foundation meeting dated April 29th 2015 was distributed to

Council.

BE IT RESOLVED THAT Council approves the Administration Report submitted by the Clerk-

Treasurer, as presented: Carried.

Mr. Jeff Barton was in attendance to update Council on the Crown Land Acquisition Project. Mr.

Barton provided a brief overview of the project. He recommended that the municipality re-apply

to FedNor for Phase 1 of the Project, amend the Official Plan, consult with First Nations, collect

the data requested by the Ministry of Natural Resources and request permission to use data

collected fo the Latchford Dam project from the Town of Latchford.

Council thanked Mr. Barton for the update and recommendations. Mr. Barton will attend the next

regular meeting to provide a report regarding future costs of the project before proceeding.

BUSINESS ARISING FROM THE MIN UTES

AMO Communications – Signage requirements for Federal Gas Tax Fund Projects

Signage is required for major projects exceeding $500,000.00

Auditor – engagement letter.

Council signed the Kemp Elliott & Blair engagement letter for 2015.

Coleman Pins – quote review

The Clerk-Treasurer to request other quotes from Temiskaming Printing before making a

decision.

Fire By-Law review

Council reviewed Coleman’s Fire Permit By-Law and permit format. The Clerk-Treasurer amend

the permit to include “the permitee may not obtain a future fire permit in the event that By-Law

No. 13-23 is contravened”.

Cavan Laferriere – Business Proposition

Council approved Mr. Laferriere’s request to access Bass Lake for his kayak business proposal.

Mr. Laferriere’s activities should not interfere with the Bass Lake Swim and Rec program carried

during the months of July and August.

St. Patrick School – Graduation award presentation

– Councillor Marcella will present the graduation award on behalf of the Township of Coleman.

Jay Labonte – request to sell Marsh Bay parcel

– Mr. Labonte’s request to sell his Marsh Bay parcel was approved.

COMMITTEE REPORTS

Finance

Councillor Marcella presented the April financial report.

Tourism & Rec

Councillor Perry advised repairs to the septic systems for the Concession Booth and Lodge at

Bass Lake Park are being considered.

– The Timiskaming Health Unit will be monitoring Bass Lake Beach again this year.
