Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 10 Prospect, Cobalt, Ontario on Wednesday, March 8th, 2006 at 5:30 P.M.

Mr. Ross Latter was in attendance to present the Township of Coleman Consolidated Financial Report for 2005. Mr. Latter advised, “2005 has proven to be a very interesting year for the Township with the fire and new municipal building purchase. These issues alone are significant and their full effect on the Township must wait until the end of 2006 to be fully appreciated.”

BE IT RESOLVED THAT the General Accounts in the amount of $62,690.09 and Payroll in the amount of $22,273.55 be passed and paid. Carried.

BE IT RESOLVED THAT By-Law No. 06-04 being a by-law for establishing tax ratios for 2006 be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 06-05 being a by-law to confirm certain proceedings of Council be read a first and second time. Carried.
Motion 06-03-06 MOVED BY Kurt Leopold and SECONDED BY Lois Perry:
BE IT RESOLVED THAT By-Law No. 06-05 be read a third and final time and be passed and enacted. Carried.
Mr. Cleroux advised he has discussed Highway 11 access with Mayor Hawkins and Staff Sargeant Ivanov. They will meet with the Ministry of Transportation sometime in the near future.
Councillor Beeson suggested the Honourable David Ramsay should be commended for supporting new forest industry initiative and promoting the use of cedar which is under utilized in the area. Councillor Perry will prepare the press release on behalf of the Township.

Councillor Perry reported on the progress being made on the Township of Coleman website. Some corrections have to be made. Councillors were issued passwords. The minutes, meeting schedules, real estate and stories from ratepayers will be included on the website.
A discussion was held regarding the Cobalt Refinery Site report prepared by the Ministry of the Environment. The Clerk-Treasurer to advise local residents evacuation would be mandatory in the event of a fire. The Clerk-Treasurer to contact the Ministry of the Environment to enquire on the progress being made with the clean up of the site.
Fire Chief Breault advised negotiations are under way with CJTT Radio for Fire Prevention ads for 2006. Fire Fighters will assist with the Food Drive on April 8th. The Township will donate a tank to the Temagami Fire Department for their water shuttle.
Councillor Beeson reported on the monthly Fire Department meeting he attended on March 2nd, 2006. Fire Fighters will man the doors for Quality Time April 27, 28 and 29th, 2006. A practice will be held in the Durex Building before renovations begin. A van, donated to the Fire Department, will be used as a rescue van.
A discussion was held regarding the Larose Bridge. This matter will be discussed with Cobalt Council on March 9th, 2006.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $1,300.00 to the Temiskaming Hospital Cat Scan Foundation to be applied towards the annual operating costs of the CAT scan. Carried.
Correspondence received from Mr. Doug Shearer, Historic Cobalt Mining, regarding the University headframe relocation was reviewed.
Correspondence received from the Town of Cobalt requesting a meeting to discuss various shared services was reviewed. The meeting is scheduled for March 9th, at 7:00 p.m. Council reviewed correspondence regarding the proposed date amendment to the NOHFC Contract, File # 40080, Historic Cobalt Mining Camp – Phase One Step Two Immediate Impact Project.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the balance of the Township of Coleman’s portion for the Community Sponsored Contract in the amount of $1,395.67 for 2005 and $1,395.67 for 2006. Carried.

WHEREAS municipal governments in Ontario are required to subsidize provincial health and social services programs;
AND WHEREAS costs of running a home are increasing sharply and are proving to be a hardship for all residents as most incomes have not kept pace with escalating costs;
AND WHEREAS many working and seniors may be forced out of their homes;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the City of Kawartha Lakes’ resolution requesting that:
– the Province of Ontario provide relief and remedy for working families and seniors and
– the Province of Ontario end its downloading of provincial programs and the use of municipal property tax dollars for the subsidization of provincial health and social services programs;
– the Province of Ontario work with the Association of Municipalities of Ontario to develop a plan to begin the immediate uploading of provincial programs costs back to where they belong to be funded through Provincial revenues. Carried.
Motion 06-03-10 MOVED BY Lois Perry and SECONDED BY Ron Beeson:
WHEREAS the Provincial Government originally was financially responsible for the provision of Property Assessment in Ontario;
AND WHEREAS municipalities have no control over the costs of providing this service to their taxpayers;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the City of Kawartha Lakes’ resolution requesting that the Government of Ontario immediately assume responsibility for full cost of MPAC and their services. Carried.
Motion 06-03-11 MOVED BY Kurt Leopold and SECONDED BY Ron Beeson:
WHEREAS family physicians, treating patients in provinces outside of Ontario, have the ability to move between provinces except in Ontario;
AND WHEREAS Canadian family physicians wishing to move their practice to Ontario cannot do so unless they receive medical licensure through one of the following criteria:
1. Receive certification by examination of the College of Family Physicians of Canada
2. Apply for a restricted license to practice with the understanding that certification by examination of the CFPC will be achieved within 3 years
3. Apply for registration through practice assessment
AND WHEREAS each of these criteria can take up to one year before the physician is able to open a medical practice in Ontario;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the Region of Durham’s request that the Government of the Province of Ontario to take immediate action to remove these barriers to family physicians who wish to relocate their medical practices to Ontario from other provinces. Carried.

WHEREAS the Municipal Act, 2001, Section 238 (3) provides that every municipality shall declaire the land to be sold to be surplus;

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the 2006-2007 Annual Membership Fee in the amount of $105.00 to the Tri-Town & District Chamber of Commerce.
