ADOPTION OF THE AGENDA

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of March 12th, 2012 as presented: Carried.

DECLARATION OF CONFLICT OR PECUNIARY INTEREST

Councillor Lois Perry declared a conflict of interest with matters dealing with The Speaker.

ADOPTION OF THE MINUTES

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed: Regular Meeting – February 27, 2012 Carried.

ACCOUNTS

Motion 12-03-03 MOVED BY PatTresidder and SECONDED BY Susan Cote:

BE IT RESOLVED THAT the General Accounts in the amount of $16,033.04 be passed and paid. Carried.

Motion 12-03-04 MOVED BY Susan Cote and SECONDED BY Pat Tresidder:

BE IT RESOLVED THAT the Payroll in the amount of $14,292.44 for the month of February be passed and paid. Carried.

STAFF REPORTS

Mr. Bigelow presented his report:

– Mr. Bigelow will request quotes for the grader chains and push arm, studded tires for the # 4 Kenworth and fuel injectors for the Chev.

– The Building needs ice dams, eave troughs, weeping tile and roof insulation.

– Gaskets should be replaced on the shop doors.

– Council approved the cost of travel and meals for the mechanic for preventative maintenance of the grader and loader.

BE IT RESOLVED THAT Council approves the Works Department report provided by the Mr. Brian Bigelow, as presented. Carried.

Chief Laitinen reported that

– there were call outs for the Motor Vehicle Accident in Latchford and an alarm at Leis Wood Products.

– the brush at the dump will be burned sometime in March – the Clerk-Treasurer will contact the neighbouring residents and Ministries.

– Chief Laitinen will meet with Chief Pat to discuss the agreement.

– Fire Permits will be required as of April 1st. Council adopted a zero tolerance with respect to fire permits.

– Chief Laitinen will look into a fire hazard risk sign for the Township of Coleman

– Chief Laitinen and Deputy Chief Cook will attend a wild land fire seminar offered by the Ministry of Natural Resources – the Ministry will also offer training for the Volunteers in the Spring.

BE IT RESOLVED THAT Council approves the Fire Department report provided by the Chief Don Laitinen, as presented. Carried.

The Clerk-Treasurer presented her report

– A meeting is scheduled regarding the Cobalt Refinery site for March 19th, 2012.

– A quote will be requested for the Refinery Well Decommissioning.

– Pamphlets have been received from MPAC – they will be included with the next newsletter.

– The Clerk-Treasurer to request more information regarding the penalty for pre-payment on the water loan.

BY-LAWS

BE IT RESOLVED THAT By-Law No. 12-10 being a by-law to authorize the sale of land to Eugenie and Eduard Harke be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 12-10 be read a third and final time and be passed and enacted. Carried.

Motion 12-03-10 MOVED BY Cathy Marcella and SECONDED BY Pat Tresidder:

BE IT RESOLVED THAT By-Law No. 12-11 being a by-law to amend by-law 09-10 being a by-law to authorize the execution of the Temiskaming Municipal Building Association agreement be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 12-11 be read a third and final time and be passed and enacted. Carried.

Motion 12-03-12 MOVED BY Susan Cote and SECONDED BY Pat Tresidder:

BE IT RESOLVED THAT Mr. Bigelow, Works Department, be authorized to purchase the extended warranty for the Kenworth’s transmission in the amount of $425.00. Carried.

BUSINESS ARISING FROM THE MINUTES

1. A copy of a sample by-law to limit the deposit of snow on township property or streets was distributed to Council for review.

2. A copy of a sample by-law to regulate the removal of topsoil, the placing or dumping of fill and the alteration of grades of land was distributed to Council for review.

3. Railway Crossings upgrades were tabled.

4. The Clerk-Treasurer to arrange a meeting with the Towns of Cobalt representatives to discuss the Coleman/Cobalt Service Agreement.

5. A discussion was held regarding MPAC assessment increases during the last five years. Council will take these increases into consideration when preparing the next municipal budget. The Clerk-Treasurer to arrange a meeting with MPAC representatives to discuss these increases and future re-assessments.

BE IT RESOLVED THAT Council approves the 2012 budget as presented. Carried.

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman approves the Temiskaming Municipal Building Association’s 2012 budget as presented. Carried.

Motion 12-03-15 MOVED BY Susan Cote and SECONDED BY Pat Tresidder:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the 2012 Airport Operation Contribution in the amount of $2,735.00. Carried.

Motion 12-03-16 MOVED BY Pat Tresidder and SECONDED BY Susan Cote:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in The Voice in the amount of $49.00 re: Salute to Volunteer Firefighters. Carried.

Motion 12-03-17 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT the Township of Coleman supports an application by the Town of Latchford to FedNor to hire an Economic Development Intern for the Temagami-Cobalt Corridor and commit $1,500.00 as it’s share for the project.

AND FURTHER the Town of Latchford to apply to FedNor to hire an Economic Development Intern for the Temagami-Cobalt Corridor and that the municipality house the Intern and provide a limited amount of mentoring as it’s share of the project. The partner municipalities will commit $1,500.00 each towards the project. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in the Speaker’s Visitor’s Guide in the amount of $188.00. Carried.

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman approves the quote provided by Municipal Insurance Services Ltd for the 2012 municipal insurance in the amount of $35,907. plus tax. Carried.

BE IT RESOLVED THAT Ms Christine Gagnon be appointed at Alternate Community Emergency Management Coordinator for the Township of Coleman effective March 1, 2012. Carried.

Cobalt’s Annual Water Reports were distributed to Council for their review.
