Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Monday, March 2nd, 2009 at 6:00 p.m.

The special meeting was called so that Mr. Bruce McMullan and Mr. Gerry McCrank could bring Council and the Water Committee Members up to date regarding the progress made with the Environmental Assessment prior to having a public meeting with residents and interested parties.
Mr. McMullan compared and described the present and proposed Coleman Water Distribution System.
Summary of problems: Lines are located on private property and overgrown with trees
2 or more residents are on one small line
Only two hydrants in Coleman Township
Lines are 2 or 3 m deep resulting in required bleeding to prevent freezing
Average high usage/consumption
Low pressure
Corrosion and oxidation of lines
Solutions Do nothing – does not address the problems
Maintain existing horizontal and vertical alignment
Shallow bury Heat Trace System – maintenance cost high
Provide sufficient cover on existing alignment
Providing individual wells – fragmentation
New systems to each house and meter for each residence
The Clerk-Treasurer to obtain a legal opinion regarding the following concerns:
– can water mains go along road without easements
– can water mains go across private property
– where there is an existing water service (under Cobalt Lake), can line be replaced without easement.
Surveying, legal and easements not covered by the grant. Mr. McMullan is communicating with interested parties i.e. Ministry of Transportation, Ontario Northland Railway, Ministry of Northern Development & Mines, Blackstone etc. The Township of Coleman will make every effort to obtain other grants to bring the cost down for Coleman Water Users.
The next step will be the Public Meeting which will be held March 31st, at 6:00 p.m.

The Clerk-Treasurer advised Mr. Alain Presseault, Ministry of Transportation, insisted that he had nothing to add to his meeting with Councillor Beeson and Works Foreman Dufresne regarding Portage Bay Road entrance from Highway 11. Mr. Presseault felt a meeting with Portage Bay Road Residents would not accomplish anything more. The Clerk-Treasurer to advise Mr. Larry Wiwchar.
Mr. Wayne Lynch, Ontera, advised they are investigating the possibility of deploying a wireless installation on the old TVO location in order to improve coverage to some Coleman Residents. Mr. Lynch will then advise the Township of Coleman if this proposal is feasible.

The Clerk-Treasurer will forward a letter to Cobalt Historical Corporation to ask that they complete the signage and lighting work on the University Headframe before the 2009 Plowing Match.
