Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Wednesday, June 15th, 2011 at 5:30 p.m.

There were present:

Township of Coleman Mayor: D. Cleroux

Councillor: S. Cote C. Marcella

P. Tresidder

Clerk-Treasurer: C. Bigelow

Councillor Tresidder declared a conflict of interest with matters dealing with the Coleman Water Distribution System.

Coleman Water Distribution System Borrowing By-Law

Councillor Marcella advised Water Users will be paying $45.00 monthly. The Town of Cobalt will be charging Water Users a monthly fee of $40.00 instead of consumption rate. The first water bill will be going out August 1st, 2011.

BE IT RESOLVED THAT By-Law No. 11-16 being a by-law to authorize the borrowing of $385,000.00 for the Coleman Water distribution Project be read a first and second time @ a 10 year – 3.95% interest amortization. Carried

Motion 11-06-16 MOVED BY Cathy Marcella and SECONDED BY Susan Cote:

BE IT RESOLVED THAT By-Law No. 11-16 be read a third and final time and be passed and enacted. Carried.

Mayor Cleroux read an email submitted by Councillor Perry requesting that Municipal Lawyer George Kemp attend a council meeting or that she be permitted to be present at the meeting scheduled for June 16th, 2011 with Mr. Kemp. Mayor Cleroux stated he did not oppose Councillor Perry attending the meeting on June 16th, 2011 but that he would be in control of the meeting.

Copies of a draft 2011 budget will be forwarded to Council for their review prior to the June 20th, 2011 meeting.

Hiring summer student for Bass Lake Park

BE IT RESOLVED THAT the following be hired to work with the Bass Lake Park Attendant:

Ms. Keisha Giroux – recommended by Claire and Councillor Perry. Carried.

Mr. Gerry McGarry will be hired to provide safety training to the summer students. The Clerk-Treasurer to ask the Town of Cobalt if they would be interested in joining the Township of Coleman with this training and share the expense.

Quote for kitchen door

Motion 11-06-18 MOVED BY PatTresidder and SECONDED BY Susan Cote:

BE IT RESOLVED THAT Clover Valley Contracting be hired to install a door in the kitchen – quote $610.00. Carried.

Tenders were opened for the Surface Treatment of municipal roads. The clerk-Treasurer to contact the two contractors to see when they can start the work.

The Animal Control By-Law will be passed at the next regular meeting.

The Clerk-Treasurer to contact Ray & Sons Private Eye to investigate the Refinery Townsite Septic System in order to locate the problem in the lines.
