Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Wednesday, July 20th, 2011 at 6:30 p.m.

There were present:

BE IT RESOLVED THAT Council adopts the agenda as presented.
Mayor Cleroux opened the meeting and thanked Coleman Water Users for their patience during the process. There will be challenges ahead for all concerned and Council will always attempt to keep the cost down. Mayor Cleroux thanked Councillor Marcella for the effort she put into working though this process. He also acknowledged the administrative staff for their cooperation. He also welcomed the input from Water Users and Non Water Users.

Councillor Pat Tresidder declared a conflict of interest with matters dealing with the Coleman Water Distribution System.

Councillor Marcella proceeded with her presentation.

Discussion points were as follows:

1. Two Water by-Laws – By-Law No. 10-32 to regulate the municipal water system
By-Law No. 11-(tbd) will be passed to enact the rates and charges for water supply

2. Overall Project costs – Municipal Portion $57,750.00 (with interest – $70,015.06)
Water User Portion $327,250.00 (with interest – $396,751.98)
One time charge per Water User $6,678.57 (with interest $8,096.98)
Monthly Rate $22.49 over 30 years

3. New invoices, rational for rates and charges – Flat rate – monthly per Cubic Meter
– Delivery Charge – flat rate
– Reserve Fund – Flat rate
– Administration Charge – flat rate
– Debt Charge flat rate if applicable

5. Ways of Conserving Water

Councillor Marcella’s presentation was followed with a discussion period.
– Meters will be read at the same time as the Town of Cobalt reads their meters in order to have consistency.
– Residences who were not connected to the system were not charged a capital cost but, should they wish to connect in the future, they will have to pay the same portion of the capital cost as present Water Users.
– Two residences are not provided with a fire hydrants or with surface treatment because of their locations.
– The 10% of the cost of Road Surface Treatment was paid by the municipality – not the Water Users.
– Residents who own more than one lot were charged for one connection only.
– The Township of Coleman will not be charged 15% of water consumption costs for the last 10 years – Costs will go forward from now.
– Water Users will be reimbursed for excessive cost for water consumption for the last quarter
– Capital Cost should not be added to the Water Invoice – check with municipal lawyer
– Peter Monk – entrance to his property – contact Hydro One to compensate for usage of public road
– Coleman Road – request that Georgia Pacific grade road and provide dust suppressant.
– Coleman Township will make every effort to pay down the loan – 10% per year.
