Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, July 13th, 2015 at 6:00 P.M.

BE IT RESOLVED THAT THE General Accounts in the amount of $103,095.15 be passed and paid.Carried.

BE IT RESOLVED THAT THE Payroll in the amount of $23,834.23 for the month of June 2015 be passed and paid. . Carried.

DEPUTATION

Ms. Mary Church was in attendance to enquire about setbacks from easements on parcels of land.

The Clerk-Treasurer will request this information from the Township Planners.

A discussion was held regarding the Bass Lake “Snowbirds” proposed lot development.

STAFF REPORTS

Fire Department

The Clerk-Treasurer provided Chief Don Laitinen’s report

– Family Day to be held July 25th, 2015 at Bass Lake Park. A BBQ, Games for the children and – A list of Coleman Fire Department elected officials was presented. – A number of residents are using fire works. A notice will be placed in the Weekender and the newsletter advising all that they are responsible if a fire starts as a result.

BE IT RESOLVED THAT Council approves the Fire Department Report submitted by Chief Don Laitinen, as presented: Carried.

Administration

– Bass Lake Park recycling – The Clerk-Treasurer to check if the Park Attendant has purchased the two larger containers for cans and bottles.

– The Clerk-Treasurer to remind Ms. Beairsto to visit all Trailer Parks to get all on board for recycling at the locations.

– Works Foreman, Mr. Brian Bigelow will contact Miller Paving and Mr. Mawhiney regarding his driveway.

– The Clerk-Treasurer to contact the Animal Service Provider regarding nuisance dogs on Nipissing Road.

– An incidence occurred in the Loon Lake Park Area with a cougar/Lynx attempting to enter a residence through a window. Councillor Perry updated Council and will prepare a news release to inform Coleman residents.

– The Clerk-Treasurer attended an MMAH meeting to voice concerns with the Municipal Act, Municipal Conflict of Interest Act and the Election Act.

– Council approved the Coleman Water Distribution System Operational Plan.

– The Municipal Waste Site Report submitted by K. Smart Associates Limited will be reviewed at the next meeting of Council

The Voice – renewal

BE IT RESOLVED THAT the clerk-Treasurer be auhtorize3d to renew The Voice subscription in the amount of $48.00. Carried.

Council reviewed the following correspondence:

– First Nation Considers Cottage Lot Partnership – copy of this correspondence to be forwarded to Mr. Jeff Barton.

– Ministry of Energy – Local Energy Planning

– Ontario Federation of Anglers & Hunters – Spring Hunting of Black Bears

– Ministry of Community Safety and Correctional Services – Community Safety.

Wind Turbines – Lorraine Township

A lengthy discussion was held regarding the proposed project of installing Wind Turbines in Lorraine Township. Meetings have already been held by prospective companies and news releases advise the project is moving forward. Numerous residents have voiced their objection this development. Council will attend the information meeting in Cobalt on July 15th, 2015.

Bass Lake Committee/Tourism & Rec

Councillor Lois Perry advised Miller Paving will construct the slab for the Gazebo and Lifeguard shack at Bass Lake Park. Councillor Perry will get a quote for the wood.
