Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 10 Prospect, Cobalt, Ontario on Wednesday, July 12th, 2006 at 6:00 P.M.

Councillor Perry has a conflict of interest with matters dealing with the Temiskaming Speaker.

Mr. Bill Sutton was in attendance to get information regarding various donations to the Town of Cobalt.

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed:

Motion 06-07-03 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT the General Accounts in the amount of $220,643.90 and Payroll in the amount of $25,548.96 be passed and paid. Carried.

Mr. Rick MacLeod Farley was in attendance to make a presentation regarding the Phase 2 Funding Application. Mr. MacLeod Farley will check with the municipal solicitor regarding the legality of the funding application. A discussion was held regarding the political environment which is hindering the process. Mr. MacLeod Farley also updated Council regarding the relocation of the University Headframe. It is expected this project will be completed be the end of the summer.

WHEREAS the Municipal Act, S.O. 2001, Section 267(1) states that every municipality shall establish procedures governing the sale of land:

AND WHEREAS By-Law 04-34 (3) states that prior to the disposal of property the Council shall by resolution declare the property to be surplus;

BE IT RESOLVED THAT the council of the Corporation of the Township of Coleman declares that Part 9 of Plan 54R-5108, Lot 11, Concession 5 be declared surplus. Carried.

BE IT RESOLVED THAT By-Law No. 06-18 be read a third and final time and be passed and enacted. Carried.

Motion 06-07-07 MOVED BY Marcel Allaire and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT By-Law No. 06-19 being a by-law to authorize the sale of land to Tom and Pat Buck be read a first and second time. Carried.

Motion 06-07-09 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:

WHEREAS Section 290 of the Municipal Act, 2001 provides that a municipality shall in each year

prepare and adopt a budget including estimates of all sums required during the year for the purposes of the municipality;

BE IT RESOLVED THAT the 2006 budget be approved with $676,813.34 to be raised from taxes with a 0% increase for municipal taxes. Carried.

Motion 06-07-10 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT By-Law No. 06-20 being a by-law to provide for the adoption of tax rates for 2006 be read a first and second time. Carried.

Motion 06-07-11 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:

BE IT RESOLVED THAT By-Law No. 06-20 be read a third and final time and be passed and enacted. Carried

Mayor Belanger met with representatives from Ontario Power Generation to sign the permission agreement to enter on Township lands to carry out various works.

Councillor Beeson advised the rescue van is ready to go and the “Fire Department” is in the process of moving the fire hall contents to the space allocated to the Fire Department in the larger building.

Building renovation are ongoing and the offices are nearing completion.

Councillor Beeson reported on a conversation held with Cobalt Councillor Wilcox regarding the chlorine residuals in the Peter Street Water Line. Councillor Beeson advised this process should be handled by Coleman and Cobalt Work Superintendents. Correspondence received from the Town of Cobalt regarding the Coleman Water Distribution System was reviewed. Councillor Beeson advised the resident is currently running the water which should resolve the problem. Councillor Beeson will look into repairing lines in the Fall.

A discussion was held regarding the Cobalt Water Supply Act.

Correspondence received from Mr. Charles Windsor regarding the zoning of property located on Part of Lot 12, Concession IV was reviewed. A copy of the correspondence will be sent to the land owner.

Correspondence received from the Ministry of Community Safety and Correctional Services regarding the Municipal Fire Protection Information Survey for the Township of Coleman was reviewed. Fire Chief Breault will submit information regarding the required smoke alarm program as soon as this year’s program is completed.

Conferences – OHA Health Achieve 2006

Motion 06-07-12 MOVED BY Marcel Allaire and SECONDED BY Ron Beeson:

WHEREAS the Employee Policy states that a donation in the amount of $50.00 will be forwarded to a charitable organization of the family’s choice;

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $50.00 to St. James Anglican Church in memory of Mr. Alex Adshead.

Motion 06-07-13 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:

WHEREAS the Ontario Medical Association predicts that the physician shortage in Ontario will reach 2,347 in 2006 and 2,648 in 2008;

AND WHEREAS it is estimated that 1.2 million Ontarians are without a Family Physician;

AND WHEREAS internationally trained experienced physicians who currently practice outside of Ontario may be eligible for the new Registration through Practice Assessment Program;

THEREFORE BE IT RESOLVED that the Council of The Corporation of the Township of Coleman fully supports the Regional Municipality of York’s request that the Government of Ontario and the College of Physicians and Surgeons of Ontario take immediate action to:

1. Devote more resources to manage the increase in the numbers of International Medical Graduates applying to the IMP Program

2. Take action to make the temporary/pilot IMG program permanent and self-sufficient

3. Prevent delays and remove barriers to the assessment of experienced internationally – trained physicians through the RPA program so that they practice in Ontario without unnecessary delays.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in the Temiskaming Speaker in the amount of $65.00 for Cobalt’s Century of Memories. Carried.

Council have been invited to attend the 100 years of Memories Celebration at St. James Anglican Church which will be held August 6, 2006 at 10:30 a.m.

Correspondence received from The Cobalt Historical Society was reviewed. The Cobalt Hisorical Society invites all citizens to walk the Cobalt Trail and “discover a century”.

Correspondence received from Mr. Jason Ferrigan, Planner, from the Ministry of Municipal Affairs and Housing regarding proposed changed to the Planning Act was reviewed.

Correspondence received from the Ministry of Community Safety and Correctional Services regarding Emergency Management Statute Law Amendment Act, 2006 was reivewed.
