Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, January 17th, 2011 at 6:30 P.M.

Present: Emma Laughlin, Doug McLeod, Andrea Leis and Brian Searle
Deputations: Mr. Brian Searle, Ministry of Municipal Affairs and Housing (MMAH).
Mr. Searle congratulated council on their appointment, and provided them with a Powerpoint presentation handout introducing the MMAH. Mr. Searle reviewed the slides and described the roles and responsibilities of Council, to provide an accountable and open government.

Motion 11-01-05 MOVED BY Pat Tresidder and SECONDED BY Susan Cote:
BE IT RESOLVED THAT the general accounts of $85,603.31 and payroll in the amount of $35,495.81 be passed and paid. Carried.
Works Department: Mr. Dufresne provided Council with a copy of the purchase agreement for the plow and the amount was reduced by $900.00. Allan Legros, GP, delivered logs to the Public Works Department. Mr. Dufresne will check the solar lights on the Headframe and contact Tom Adshead concerning the heating system in the Coleman Complex. New working hours for the Works Department: 7:00 a.m. until 3:30 p.m. The hours will be advertised and residents are requested to put garbage out at 7:00 a.m. Tuesday mornings.
Coleman Water Distribution System: Mrs. Bigelow had a meeting with Shelly Ilersich, Provincial Officer with the MOE to discuss the registration and application for the Coleman Water Distribution System.
Finance: Budget meeting on January 24, 2011, at 6:30 p.m. All councillors were provided with a package to assist with preparing the budget.
Planning and Development: Representatives from Elk Lake Community Forest will attend the council meeting on January 31, 2011, to provide an update on the Bay Lake development. Mayor Cleroux requests a letter be sent to Latchford concerning the failed state of the Dam and to attend a council meeting to discuss the concerns.
Tourism: Mrs. Bigelow obtained the CCLT sign permit for the North and is awaiting the permit for the South.
AMO Conference in London. Two rooms have been booked for August 21-23, 2011.
WSIB – Schedule 1: Councillor Cote reviewed information.
Photocopier – quote: Council discussed the quotes and decided to maintain the current contract with Xerox.
Committees of Council: Councillor Perry discussed the committees and requested the appointments be reconsidered; committees are decisions of Council as stated in the Procedural By-Law. Mayor Cleroux stated that Council agreed to the appointments and passed a motion; however, the committees may be amended as council progresses through the term.

BE IT RESOLVED THAT by-law 11-01 being a by-law to confirm the proceedings of council of the Corporation of the Township of Coleman for it’s meetings on December 8th and 22nd, 2010 and January 4th, 2011 be read a third and final time and be passed and enacted.

BE IT RESOLVED THAT By-Law 10-32 being a by-law to regulate the municipal water system within the Municipality of the Township of Coleman and parts of the Municipality of the Town of Cobalt be read a first and second time.
Motion 11-01-09 MOVED BY Susan Cote and SECONDED BY Pat Tresidder:
WHEREAS the federal and provincial governments are providing a one-time extension of the deadline for funding of projects under the Infrastructure Stimulus Fund, Building Canada Fund – Communities Top-Up, the Recreational Infrastructure Canada/Ontario Recreation Program, and the Knowledge Infrastructure Program from March 31, 2011 to October 31, 2011;
AND WHEREAS all funding from the Government of Canada and Ontario will cease after October 31, 2011;
AND WHEREAS the Corporation of the Township of Coleman has asked the provincial government for an extension to the federal and provincial funding to October 31, 2011 for the following project:

Coleman Water Distribution System Replacement Project
THEREFORE BE IT RESOLVED THAT the Township of Coleman attests that it will continue to contribute its share of the required funding for the aforementioned project;
AND BE IT FURTHER RESOLVED THAT actual claims for all eligible costs incurred by March 31, 2011, for the aforementioned project must be and will be submitted no later than April 30, 2011;
AND BE IT RESOLVED THAT The Township of Coleman will ensure that the project will be completed. Carried.
Motion 11-01-10 MOVED BY Lois Perry and SECONDED BY Pat Tresidder:
BE IT RESOLVED THAT the Clerk-Treasurer be authorized to renew the Association of Municipal Tax Collectors of Ontario (A.M.T.C.O.) Membership for 2011, at a cost of $209.05. Carried
WHEREAS the Ontario Municipal Partnership Fund (OMPF) is a critical funding program which assists municipalities with social program costs, equalization, policing costs and assists northern and rural communities;
AND WHEREAS the provincial government has already indicated in December 2010, that no transition funding will be provided to municipalities in 2011; this deficiency in the OMPF will seriously affect the delivery of services in communities;
AND WHEREAS the Corporation of the Township of Coleman has also seen a decrease in the OMPF allocation from $230,300 in 2010 to $189,500 in 2011; a $40,800 reduction;
BE IT RESOLVED THAT Council of the Township of Coleman expresses their opposition to the reductions in the Ontario Municipal Partnership Fund and would like these decisions reconsidered, as the reductions would adversely affect the operation of northern communities as well as all other municipalities in the province.
