Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, January 13th, 2010 at 6:00 P.M.

Councillor Perry declared a conflict of interest with matters dealing with the Speaker.

Motion 10-01-02 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT the General Accounts in the amount of $227,661.44 and Payroll in the amount of $24,764.25 be passed and paid. Carried.

Motion 10-01-03 MOVED BY A. Chitaroni and SECONDED BY Pat Tresidder:

BE IT RESOLVED THAT By-Law No. 10-01 being a by-law to confirm certain proceedings of Council be read a first and second time. Carried.

Motion 10-01-04 MOVED BY Ron Beeson and SECONDED BY A. Chitaroni :

BE IT RESOLVED THAT By-Law No. 10-01 be read a third and final time and be passed and enacted. Carried.

Coleman Volunteer Fire Department –

– Chief Laitinen advised the new Rescue Van was in service effective January 3, 2010 and was already used to rescue a dog trapped in a mine shaft – the old Van has been sold.

– Two Volunteer Fire Fighters have resigned and two new recruits are being presented for Council’s approval.

– Fire Extinguishers have been purchased and are being installed in the Community Hall. Council approved his request to install a door in the kitchen.

– Mr. Dan Stencil from TransCanada Pipeline will be making a presentation at the Mutual Aid meeting later tonight.

– Council approved Chief Laitinen’s request to have Electronic North finish the installation of the Base Radio for the Fire Hall.

– Four Volunteer Fire Fighters will attend the Northeastern Fire Fighters Conference.

Mr. Bryan Searle presented Council with a Coleman’s Financial Indication Review. He advised the Township of Coleman is in good shape with respect to debt load and reserves. Mr. Searle’s only concern was outstanding taxes which will be addressed shortly. He advised Council to familiarize themselves with the changes to the Election Act if they plan to run again this year.

Mayor Belanger thanked Mr. Searle for attending the meeting and explaining these financial indicators.

Coleman Water Distribution System

Councillor Beeson advised he has reviewed the plan for the Coleman Water Distribution System. The Clerk-Treasurer to advise AECOM that Council approve the plan as presented.

A discussion was held regarding correspondence sent to AECOM. Council agreed that Committee Members should not be sending letters or contacting AECOM on behalf of the Committee or Council.

Bass Lake Committee

A meeting of the Bass Lake Committee was held January 9th, 2010.

– A notice will be placed in the local paper requesting tenders for the Marketing Plan.

– Plans were made for the layout of the cabins and concession stand with the possibility of remaining open year round.

– A quote for a formal plan will be requested from Trow Associates.

– Local Members of Parliament and Fednor representation will be contacted requesting support for this project.

Economic Development Committee

– A meeting has been held and Mr. Cleroux will report later on property acquisition.

Councillor Perry advised she has been advised that Grant Waferboard in Englehart has been sold to an American Company. The licences to harvest timber are held by the mill and are transferred to the new owner. If, at some point, the new owner no longer requires the harvesting licenses or the mill does not operate for a year, the timber would be redistributed to the other licensees on the Management Unit.

Councillors were provided with information received from Mr. Larry McCormak regarding septic system on waterfront properties.

Council reviewed correspondence forwarded by Mr. George Kemp on behalf of Council to the following:

– The Town of Cobalt regarding Sharp Lake Property

– Petition to be circulated regarding the Cobalt Refinery Site – Local Residents will be contacted to advise the petition is available. Council will pass the resolution and forward both the petition and resolution to the Ministry of the Environment and Ministry of Northern Development, Mines and Forestry when completed.

Council deferred the Temiskaming Shores and Area Physician Recruitment and Retention Committee correspondence to the next meeting.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the 2010 membership in the amount of $115.00 to Temiskaming Shores & Area Chamber of Commerce. Carried.

Motion 10-01-06 MOVED BY Pat Tresidder and SECONDED BY A. Chitaroni:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the 2010 membership in the amount of $147.50 to Federation of Canadian Municipalities. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in the Speaker for Northern College Wildlife Expansion – $195.00. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the following to the Town of Latchford:

Recycling – 2 years $2,154.88

Murphy Mill Road Maintenance $3,000.00

Medical Centre Expenses $3,000.00 Carried.

Council reviewed the Affordable Access to Recreation for Ontarians Policy Framework package provided by the Ontario Task Group.

WHEREAS Volunteer Fire Fighters, Wilfred Forrest and Brent Thomson, have resigned from the Coleman Fire Department;

BE IT RESOLVED THAT Mr. Luke Dufresne and Mr. Daren Ridley be hired as Volunteer Fire Fighters for the Coleman Fire Department effective January 1, 2010. Carried.
