Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Wednesday, February 6th, 2008 at 6:00 p.m.

There were present:

A discussion was held regarding Coleman Water Users’ rates. Mr. & Mrs. Marcella’s correspondence was reviewed. A copy of the fee By-Law and policy will be forwarded to Mr. & Mrs. Marcella along with a copy of the Town of Cobalt by-law. KMK Consultants have successfully submitted an application for funding for a study of Coleman Water Distribution System. Mr. McMullan is now preparing an environmental assessment prior to the next round of funding from COMRIF. A public meeting will be held sometime in March. The water rates will be reviewed in the Spring as the Town of Cobalt has increased the rates by 18% for 2008. Council will get a better understanding of the rates when Coleman Residents stop bleeding the lines to prevent freeze up. The Water Softener will be installed at the municipal building and is not a cost for the Water Users but will come out of general budget.

A discussion was held regarding private plowing. A request in writing will be required prior to cancelling private plowing for any resident. A refund will be returned to the residents based on the time the cancellation is requested.

Councillors Perry and Tresidder will meet to review the Community Hall Policy.

Motion 08-02-01 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

WHEREAS the Municipal Complex would benefit from adequate exterior lighting;

AND WHEREAS LED lighting technology is both energy efficient and dark sky approved;

BE IT RESOLVED THAT Coleman Township apply for funding through the Frog’s Breath Foundation Small Donations grant to help cover the cost of this exterior LED lighting project.

BE IT RESOLVED THAT Ken Jones be authorized to attend the 2008 Property Standards Officer Training Program June 1st to June 6th – cost $875.00. Carried.

Council reviewed correspondence received from the Ministry of Natural Resources advising the Ministry is committed to working with municipalities to support local economic development.

Correspondence received from the Heart & Stroke Foundation was tabled.

Correspondence received from The Tri-Town & District Chamber of Commerce regarding Tourism Challenge – 2008 was reviewed. Ms Renaud will attend this session.

Correspondence received from the Office of Anthony Rota, MP regarding the 2008 Canada Summer Jobs program was reviewed. The Clerk-Treasurer will attend this information session on February 15th, 2008.

Copies of the Transfer and Grant of Flooding Easement with Ontario Power Generation Inc. was distributed to Council. A meeting is scheduled for February 11th at 5:00 p.m.

Council reviewed the mock-up for the Coleman Flag. The Clerk-Treasurer will request some adjustment to the size of the logo and a coloured background.

A discussion was held regarding a Coleman parcel located on the Montreal River. Council will review the suggestion of selling this parcel at a later time.
