Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, February 25th, 2008 at 6:00 P.M.

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed: Regular Meeting – February 11, 2009

Motion 09-02-19 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT By-Law No. 09-03 being a by-law to provide for an interim tax levy be read a first and second time. Carried.

Motion 09-02-20 MOVED BY Pat Tresidder and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT By-Law No. 09-03 be read a third and final time and be passed and enacted. Carried.

Mr. Larry Wiwchar was in attendance to present a petition and express the Portage Bay Road Residents’ desire to continue the improvements to the RESIDENTIAL portion of Portage Bay Road West. Mr. Wiwchar requested an assessment of the Highway 11/Portage Bay Road intersection. ouncillor Beeson advised he and Work Foreman Dufresne have met with representatives from the Ministry of Transportation to request turn off lanes. Mr. Wiwchar insisted Portage Bay Residents want a meeting the Ministry of Transportation to express their concerns regarding the safety of this busy intersection. The Clerk-Treasurer to arrange a meeting.

He also asked that the road from Highway 11 to the Loon Lake Trailer Park and from Bill Gagnon’s residence to the Barr Access Road be “cold tarred”. Mayor Belanger advised Council will consider this request.

The Clerk-Treasurer advised Chief Laitinen will request quote for a drain in the Fire Department.

Works Foreman Dufresne advised they have been very busy with plowing and snow removal. A quote has been requested for the relocation of a hydro pole on Bass Lake Road – cost $3,590.90.

Work on Bass Lake Road to be considered if funds permit.

No response have been received regarding the Cave in adjacent to SMC Canada Limited

Copies of correspondence received from Blackstone Development Inc. regarding the replacement of waterlines and Crosswise Lake were distributed to Council – matters will be discussed at the next regular meeting.

Mayor Belanger read correspondence addressed to Hon Anthony Rota regarding funeral expenses of low-income pensioners.

A discussion was held regarding high speed internet service in the Township of Coleman. Mayor Belanger read a letter forwarded to Ontera by Mrs. Georgette Saxton and Mr. Ken Jones expressed his displeasure with the service as large portions of the Township still will not received high speed internet. The Clerk-Treasurer to advise Ontera of Residents’ dissatisfaction with the service.

BE IT RESOLVED THAT Council approve a budget for 2009 in the amount up to $65,000.00 to meet the needs of improving Portage Bay Road up to the Barr Access Road from Highway 11.

Mayor Belanger read correspondence received from the Township of Casey regarding their resolution in support of School Boards to stop the segregation of our children and to come together to share buses.

Correspondence received from the City of Temiskaming Shores regarding indigent funerals was reviewed. The City of Temiskaming Shores requests that the Ministry of Community and Social Services amend the current policy to provide financial assistance to cover funeral expenses for all needy individuals.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to apply to Human Resources and Skills Development Canada for 4 students for the 2009 Canada Summer Jobs. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to apply to the Ministry of Citizenship and Immigration, Culture, Health Promotion for a grant for summer students. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to apply to the Ministry of Northern Development and Mines for 4 students for the 2009 Canada Summer Jobs. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $500.00 to the Cobalt and Coleman Figure Skating Club to assist with their expenses. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay $1,500.00 to each of the Towns of Cobalt and Latchford for the Community Sponsored Contract. Carried.

Motion 09-02-27 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate the following grant to the local cemeteries: Silverland and Cobalt Coleman Catholic Cemetery – $1,300.00

Canadian Legion Cemetery $ 300.00 Carried.

BE IT RESOLVED THAT the Council Expenses Report for 2009 be approved as presented.

BE IT RESOLVED THAT Members of Council be reimbursed for use of their cars for travel expenses in the amount of $0.45 per kilometre.

Motion 09-02-30 MOVED BY Pat Tresidder and SECONDED BY Ron Beeson:

WHEREAS there is no law in Ontario prohibiting pornography and other sexually explicit material from being viewed on computers in public schools and libraries;

AND WHEREAS there are public schools and public libraries that do not use internet filtering software on computers that blocks such inappropriate material;

AND WHEREAS significant changes have occurred with respect to computer technologies, software and programs that could filter access to inappropriate, explicit sexual content;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports The Corporation of the City of Cambridge’s petition to the Honorable M. Aileen Carrol, Minister of Culture, the Honorable Dalton McGuinty, Premier of Ontario to require all public schools and libraries in Ontario to be required to install inernet filtering software on computers to avoid viewing of sites with inappropriate, explicit sexual content. Carried.

Council reviewed the following correspondence:

– Ministry of the Environment regarding Waste Comprehensive Certificate of Approval. The Clerk-Treasurer to request more information.

– David Brydges, Spring Pulse Poetry Festival, regarding the second annual poetry festival scheduled for March 26-27-28, 2009.

– Ministry of Health and Long-Term Care regarding Public Health Emergency Preparedness and Municipalities

– Township of Woolwich Hockeyville Campaign requests help to win the 2009 Kraft Hockeyville title.

– Temiskaming Shores Fire Department’s Air Compressor Agreement. Chief Laitinen has reviewed the agreement and advised the Township of Coleman should participate.

– Ms Dawn Spires, Ministry of Northern Development and Mines, provided the draft Unprotected Mine Hazards report.

A meeting is scheduled with UMA Engineering for Monday, March 3rd, 2009

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the balance of $1,500.00 to the Town of Latchford for the Medical Centre Expenses and $500.00 for the maintenance of Murphy Mill Road. Carried.
