Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, February 24th, 2010 at 6:00 P.M.

Mr. Dufresne, Works Department, advised the repairs to the grader are finished and the grader is back on the road. They are in the process of painting the ceiling in the works garage and the most recent water test was within regulation limits.
Mr. Cleroux provided with some information regarding the road allowance on the South shore of the Montreal River. Mr. Cleroux will continue to look for documentation on the road allowance and provide the information at the next meeting of Council.
A discussion was held regarding the Girl Guide Camp. The Clerk-Treasurer to request some information from Dr. Pollock who is experienced in declaring buildings historic.
Council reviewed the sample Septic System by-law and will consider this process at a later date.
Mayor Belanger attended the New Lake Temiskaming Loop Tour Project meetings and will contact Ms. O’Reilly to discuss her concerns.
A meeting is scheduled with the Town of Cobalt for March 3rd, 2010 at 6:00 p.m.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to participate in the Municipal Election training 201 – March 26, 2010 – $231.00. Carried.

WHEREAS The Corporation of the Town of Cobalt have submitted the Annual Compliance Report and the Municipal Summary Report for the Cobalt Water Treatment Facility;
AND WHEREAS The Council of the Corporation of the Township of Coleman has read the Annual Compliance Report and the Municipal Summary Report for the Cobalt Water Treatment Facility;
BE IT RESOLVED THAT The Corporation of the Township of Coleman approves the Corporation of the Town of Cobalt’s Annual Compliance Report for the Cobalt Water Treatment Facility for the year 2009 and the Municipal Summary Report for the Cobalt Water Treatment Facility for the year 2009. Carried.

BE IT RESOLVED THAT Mayor Belanger and the Clerk-Treasurer be authorized to sign the extension to the Agreement for the Transfer of Federal Gas Tax Revenues under the new Deal for Cities and Communities. Carried.

WHEREAS Council has deemed it necessary to form a Bass Lake Committee to oversee the development of Bass Lake Park;
BE IT RESOLVED THAT the Bass Lake Committee is governed by the Council of The Township of Coleman. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to donate $1,500.00 to the Cobalt Historical Society to assist with expenses during the 2010 season. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to submit an application to Northern Ontario Heritage Fund Corporation for an internship placement for the position of Deputy Clerk
Council reviewed correspondence received from the Corporation of the Town of Gravenhurst regarding the inclusion of hospitals under the jurisdiction of the Ombudsman.
Copies of the Position Statement on the Strategic Direction for the Prosperity of Northern Ontario Municipalities and FONOM’s response to the Proposed Growth Plan for Northern Ontario were distributed to Council.
Mayor Belanger read Mr. Robert Arnot, Ontario Power Generation’s Marsh Bay Project update.
Councillor Perry requested that Council begin work on the 2010 budget as early as possible.
