Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, December 2nd, 2013 at 6:00 P.M.

ADOPTION OF THE AGENDA 

Motion 13-12-01 MOVED BY Lois Perry and SECONDED BY Lisa Neil:

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of December 2nd, 2013 as presented with the addition of Temiskaming Nordic Ski Club: Carried.

DECLARATION OF CONFLICT OR PECUNIARY INTEREST 

Councillor Perry with matters dealing with the Temiskaming Speaker and The Voice.

STAFF REPORTS 

Works Department 

– Mr. Brian Bigelow provided Council with an update on Private Plowing.

– Signage for seasonally maintained roads will be reviewed in the Spring.

– Mr. Bigelow will obtains quotes for an insert for sanding for the F450 truck.

Administration 

– The Municipal Website is being updated

– The sign at the Coleman/Latchford boundary is scheduled for 2015

– Northern College hall rental has been arranged to their satisfaction

– The Clerk-Treasurer provided Council with a copy of a proposed Energy Management Plan for their review

By-Law Enforcement Department 

Mr. Ken Jones provided a report on By-Law Enforcement.

BE IT RESOLVED THAT Council approves the By-Law Enforcement Department Report submitted by Mr. Ken Jones, as presented: Carried.

BUSINESS ARISING FROM THE MINUTES 

1. Gino Chitaroni – property improvements/landscaping

Council reviewed Mr. Chitaroni’s letter regarding the improvements/landscaping he has been doing on his Portage Bay Road property.

2. Canada Post future – deferred to the next meeting

3. Coleman Fire Department

May Cleroux and the Clerk-Treasurer signed the communications systems agreement on behalf of the Township of Coleman.

NEW BUSINESS 

1. Conferences: AMCTO – Ontario municipal Management Internship Program

2. Motions – Power of a Wish Magazine Advertising – reviewed by Council

Motion 13-12-08 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:

WHEREAS the Ontario Provincial Police are proposing a new billing model for charging municipalities for policing services, starting in 2015;

AND WHEREAS the new methodology would charge each municipality a flat fee in the amount of $260.00 + a variable fee in the amount of approximately $369.00 per household;

AND WHEREAS this model would see the OPP costs for the Township of Coleman increase from $53,832.00 to $214,489.00 – an increase of 295%;

AND WHEREAS this model is fundamentally flawed, unfair and inequitable;

BE IT RESOLVED THAT the Council of The Corporation of Township of Coleman fully supports the Township of Seguin’s request to the Province of Ontario and Premier Wynne to refuse this type of unfair treatment towards rural Ontario, and this funding model be scrapped immediately.Carried. BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase a Christmas Greetings ad in the Speaker in the amount of $116.00 for the Coleman Township Fire Department. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase a Christmas Greetings ad in The Voice the amount of $49.00. Carried.

Motion 13-12-12 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $ 68,021.31 for the English Public School Board for 2013 school purposes. The total payments for 2013 are $252,802.17. Carried.

Motion 13-12-13 MOVED BY Cathy Marcella and SECONDED BY Lois Perry:

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $ 5,349.59 for the French Public School Board for 2013 school purposes. The total payments for 2013 are $19,190.79. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $16,157.37 for the English Separate School Board for 2013 school purposes. The total payments for 2013 are $49,722.10. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $37,942.81 for the French Separate School Board for 2013 school purposes. The total payments for 2013 are $148,296.58. Carried.

BE IT RESOLVED THAT George Kemp from the firm Kemp Pirie be appointed municipal solicitor for The Corporation of the Township of Coleman for 2014. Carried.

The Administration staff will take the Excel and Publisher courses offered on line.

– Copies were distributed to Council for their review.

– The Clerk-Treasurer to request that the Township of Coleman be added to the Rail Safety Directive mailing list.

– Copies were distributed to Council for their review

– The Temiskaming Foundation – donation to Swim Program

The Temiskaming Foundation provided a second donation of $650.00 toward the Coleman Swim Program for 2013.
