Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Thursday, December 17th, 2015, at 6:00 p.m.

1. Calling the Meeting to Order

The meeting was called to order by Mayor Dan Cleroux at 6:01 p.m.

3. Adoption of the Agenda

5. Staff Reports

1. Administration – Council reviewed a memo regarding the Fire Hydrant Protocol for distribution to the Fire Department. In response to the memo, Council discussed the fire hydrant winterizing process, as well as discussed obtaining quotes for the installation of a dry hydrant. Logan Belanger updated Council on a taxpayer request to sand a private road. Council agreed that the Township of Coleman does authorize the sanding of private roadways. Logan Belanger also updated Council that the Town of Cobalt was submitting a funding application regarding upgrades to the water system.

6. Unfinished Business

6.1 Larose Bridge Update – Logan Belanger, CAO, and Councillor Lois Perry attended a meeting with the Town of Cobalt on December 16th, 2015, to discuss the Larose Bridge Engineering Report. The Engineer joined the meeting via telephone to answer questions about the report and to discuss the proposed work. As part of the recommendations, the bridge load limits were to remain at 5 tonnes. Council directed staff to send an internal memo reminding staff and volunteers who operate municipal vehicles, and authorized the Coleman Public Works department to plow the bridge with the . ton truck.

7.1.1. Northeastern Ontario Public Works Association Annual Manager’s Forum, Staff Training Day & Annual Spring Conference and Trade Show

7.2 Request for Proposal (RFP) – Recycling Services Tender Opening – One (1) proposal was received in response to the RFP that closed on Wednesday, December 16th, 2015 at 3:00 p.m. Logan Belanger, CAO opened the proposal at 6:53 p.m. received by Eco-logix. Council will review the proposal and will discuss at the next regular meeting of Council.
