BE IT RESOLVED THAT THE Payroll in the amount of $14,753.14 for the month of December be passed and paid. Carried.

STAFF REPORTS

Works Department

Mr. Bigelow reported that the boiler needs repair – quotes will be requested

Council approved Mr. Monk’s request for his son to perform his high school volunteers hours at the Township of Coleman.

BE IT RESOLVED THAT Council approves the report provided by Mr. Brian Bigelow, Works Department, as presented: Carried.

Fire Department

– Chief Laitinen reported on the Fire Calls for 2012. There were 4 calls to the Town of Latchford, 1 BBQ fire, 1 Carbon Monoxide call, 2 motor vehicles accidents, 1 structural fire, 2 false alarms and 11 brush fires for a total cost of $46,840.00.

– the CPR First Aid and Defibrillator Course was held and well attended.

– Meetings have been held November 28th and December 13th with the Executive and Councillors Cote and Tresidder to review and update the Fire By-Law and Permits. A meeting will be held January 10, 2013 to finalize the review.

– The Ministry of Labour will inspect the Coleman Complex in 2013. Chief Laitinen will inspect the complex in the New Year and make recommendations to Council.

– A new pump will have to be ordered in the new year for the 1985 pumper as recommended by Johnson ’s Pump – estimated price $8,000.00. A quote will be provided prior to ordering the pump.

– The Shuttle Accreditation must be redone in the Spring/Summer of 2013.

Mayor Cleroux advised concerns regarding the confusion with locations and names when calls are dispatched from North Bay were discussed at the Mayors’ Group. A letter will be sent to the Ministry of Transportation in order to attempt to rectify this situation.

BE IT RESOLVED THAT Council approves the Fire Department Report submitted by Chief Don Laitinen, as presented: Carried.

DEPUTATION

Mr. William Sutton was in attendance to request that signs in front of his residence on road allowance be moved to the other side of the road in the Spring. Council approved.

Administration

– Municipal Insurance Coverage is in force for the spouse of a deceased employee for a period of 24 months immediately following the death.

– Fresh turkeys will be ordered from a local farmer for 2013.

– A discussion was held regarding Private Plowing of Road A at Portage Bay Resort. The Clerk-

Treasurer to refund all who have paid private plowing fees on Road A as not all residents have paid the fee as required if the service is to be provided on any Coleman Road.

– The Clerk-Treasurer to request a year end report from Mr. Hunting, Municipal Service Provider.

BY-LAWS

Motion 12-12-25 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT By-Law No. 12-33 being a by-law to authorize the execution of an agreement between the Corporation of the Township of Coleman and Hydro One Networks Inc. be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 12-33 be read a third and final time and be passed and enacted. Carried.

BUSINESS ARISING FROM THE MIN UTES

1. Council discussed the proposed Nipissing Road closure. Mayor Cleroux read a letter submitted by Mr. Len Bilodeau opposing the closure.

2. Mayor Cleroux read a letter received from Ms. Madeleine Goodwin. The Clerk-Treasurer to advise Ms. Goodwin that Council is working on updating the language of the by-law to reflect current realities in the Township of Coleman.

3. Correspondence received from Industry Canada was reviewed. The Township of Coleman road project was not selected for funding.

4. Mayor Cleroux read correspondence received from Ms. Jodi Matton describing her Itty Bitty Petting Farm on Highway 11.

5. A notice was placed in the newspaper advertising the cancellation of the December 31st, 2012 meeting, the Municipal Office hours and dates and time of garbage pick up and waste site hours.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $59,287.63 to the English Public School Board for 2012 school purposes. The total payments for 2012 are $237,049.63. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $5,412.16 to the French Public School Board for 2012 school purposes. The total payments for 2012 are $21,680.47. Carried.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the final installment in the amount of $15,350.40 to the English Separate School Board for 2012 school purposes. The total payments for 2012 are $61,478.85. Carried.

BE IT RESOLVED THAT Dianne Desormeaux, Claire Bigelow, Christine Gagnon and Don Laitinen be authorized to issue burning permits for the 2013 season. Carried.

BE IT RESOLVED THAT Mr. Wyatt Jeffreys be appointed to the Property Standard Committee.

Motion 12-12-33 MOVED BY Cathy Marcella and SECONDED BY Susan Cote:

WHEREAS Section 354(3), Municipal Act, 2010, states that a local municipality may only write off taxes under clause (2) (a) after an unsuccessful tax sale under Part XI and may at that point write off the taxes whether or not the property vests in the municipality under that Part. 2001, c. 25, s. 254(3)

AND WHEREAS Section 354(2) (a) Municipal Act, 2010, the council of the local municipality, on the recommendation of the treasurer, writes off the taxes as uncollectible

AND WHEREAS Section 353(2) Despite clause (1) (b), Municipal Act, 2010, a local municipality is not required to pay the body any amount uncollected due to the non-payment of taxes if the taxes have been cancelled, reduced, refunded or written off. 2001,c.25,s.353(2).

AND WHEREAS 1449817 Ontario Inc. have been through two unsuccessful Tax Arrears Processes;

NOW THEREFORE BE IT RESOLVED THAT as the Municipal Auditor has instructed the municipality to withhold the Education taxes, an amount of $189.63 be deducted for 2012.

BE IT RESOLVED THAT J.L. Richards & Associates Limited be hired to complete the Township of Coleman Asset Management Plan for the quoted amount of $13,900.00 + H.S.T. Carried.

– Councillor Marcella presented the November 2012 financial report. A letter will be forwarded to Coleman Water Users advising them of the redistribution of allocation of water rates.

– Councillor Perry updated Council on the Firemen/Volunteers banquet to be held in the new year.
