Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 10 Prospect, Cobalt, Ontario on Wednesday, August 9th, 2006 at 6:00 P.M.

BE IT RESOLVED THAT the General Accounts in the amount of $100,491.27 and Payroll in the amount of $30,790.53 be passed and paid. Carried.

Motion 06-08-10 MOVED BY Ron Beeson and SECONDED BY Marcel Allaire:

BE IT RESOLVED THAT By-Law No. 06-21 being a by-law to confirm certain proceedings of Council be read a first and second time. Carried.

Motion 06-08-11 MOVED BY Kurt Leopold and SECONDED BY Lois Perry:

BE IT RESOLVED THAT By-Law No. 06-21 be read a third and final time and be passed and enacted. Carried.

Mr. Dan Cleroux reported on the recent development regarding NEOnet.

Superintendent Simpson advised preparations are underway for the Great Northern Picnic and the Coleman Picnic.

Councillor Beeson advised the municipal office is ready at the new building, the CBO and Mayor offices are nearing completion.

The Coleman Picnic will be held Sunday, August 13th, from 1:00 p.m. to 5:00 p.m. – Councillor Allaire and Mr. Dan Cleroux will be in charge. The Clerk-Treasurer to advertise the picnic on the radio.

Mayor Andre Belanger and Councillor Doug Wilcox were in attendance to request a copy of the Coleman Timber Management Plan. Mayor Colleen Belanger advised Mr. Barry Geddes, Grant Forest Products, will making a presentation to Cobalt Council when he returns from holidays.

Fire Chief Breault advised Mr. Perry Armstrong has been granted a leave of absence for six months. Chief Breault requested that a letter be sent to the City of Temiskaming Shores requesting notification should they decide to disband the dispatch service. A discussion was held regarding the Burning By-Law. The Burning By-Law will be reviewed at the next meeting.

A discussion was held regarding the Coleman Water Agreement. A meeting is scheduled with Cobalt Council for August 10th, 2006 at 5:00 p.m.

Correspondence received from Adjusters SSA Limited was reviewed. The Coleman file has been transferred to Mr. Dan Spenser. Mr. Spenser advised a Statement of Claim might be required if the claim cannot be completed prior to August 24, 2006.

A discussion was held regarding Historic Cobalt’s RED application. The matter has been deferred to the August 16th, 2006 meeting.

Motion 06-08-14 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:

WHEREAS the Minister of Natural Resources approved Tembec’s plan to transfer wood supply from one Forest Management Unit to another;

AND WHEREAS the Minister’s decision was imminent in the closure of the Opasatika sawmill;

AND WHEREAS the communities were left to exist without further socio-economic benefits of the forest they are part of;

AND WHEREAS the Ministry of Natural Resources confirmed that the legal premise of public consultation and amendment rights regarding allocation of wood to another Forest Management Unit is not included in the Forest Management Plan;

BE IT RESOLVED THAT discussions be held with the Premier of Ontario regarding the socio-economic rights of communities in respect to the transfer of wood supply, the amount of power wielded by the Minister of Natural Resources, and the creation of a task-force to tackle these issues.

Correspondence received from New Liskeard Service Canada Centre for Youth was reviewed. Mayor Belanger will attend the Employer Appreciation Luncheon on behalf of Council.

Mayor Belanger read Ms Evelyn Pickard’s letter of resignation.
