Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, August 25th, 2010 at 6:00 P.M.

Councillor Chitaroni declared a conflict of interest regarding matters with the Bass Lake Committee and the Water Distribution System.

Motion 2010-08-24 MOVED BY Ron Beeson and SECONDED BY Albert Chitaroni:

WHEREAS Section 239 (2) states that a meeting or part of a meeting may be closed to the public if the subject matter being considered is:

(a)a proposed or pending acquisition or disposition of land by the municipality or local board;

;BE IT RESOLVED THAT this part of the meeting be closed to the public.

Committee Reports:

Works Department: The Crawler located at the waste site is losing power. Darcy’s Mechanical will look at the machine and recommend repairs needed. Mrs. Bigelow relayed a statement concerning netting requirements on dump trucks; if the material does not exceed the height of the box and no loose material is loaded, netting is not required.

Coleman Water Distribution System: Mrs. Bigelow reviewed financial records for the water system from 1947-1990. The records indicate that there was little or no money placed in the reserve for the water system. Mrs. Bigelow relayed messages concerning the boil water advisories; the advisory for Creighton Drive may be lifted by the end of this week. Part A of the water project is slated to be completed mid-September, and Part B mid to the end of October. Mayor Belanger reviewed an email from Bruce McMullan, AECOM.

Bass Lake Committee: Councillor. Beeson updated council on the latest Bass Lake meeting on August 24, 2010. Mrs. Bigelow inquired about the disconnection of water and hydro at Bass Lake – October 4, 2010.

Cenotaph Committee: Mr. McLeod updated council on the progress of the cenotaph restoration. At this time, no contractor has been found; Mr. Tresidder will call Scott Dufresne.

Councilor Beeson suggested that all Council and Committee meeting be posted on the bulletin prior the meeting.

Unfinished Business:

Integration of Planning & Environmental Requirements for Infrastructure Projects: Reviewed.

Global Payments Canada: Reviewed

Compliance Audit Committee: Reviewed policy, no objections.

Fence By-Law: To be deferred until next meeting.

Town of Iroquois Falls: The Township will send a letter of support to Iroquois Falls to ensure Abitibi complies with the terms and conditions of its hydro dams on public lands.

Bill 72: Water Opportunities Act: Reviewed

Tables for Community Hall: Mrs. Bigelow was requested to call 3-H to obtain quotes for wooden tables.

BE IT RESOLVED THAT The Corporation of the Township of Coleman donates $2,500 to sponsor one of the Cobalt Classic Theatre’s 2010-2011 performances.

BE IT RESOLVED THAT The Clerk-Treasurer be authorized to submit an application to the South Temiskaming Community Futures Development Corporation for promotional material for an ATV Event.

Carried.

The Pied Piper Kidshows request for donation will be deferred until the next meeting.

Alzheimer Society Krispy Kreme Campaign: Mrs. Belanger to place poster on the bulletin board.

Big Bear Rally: Reviewed Information

Cobalt Historical Society: Mayor Belanger read the document.

Haileybury Heritage Museum 88th Anniversary of the Great Fire: Mayor Belanger read the document.

Larose Bridge Funds: Letter to David Ramsay: Council approved the letter and will be mailed.

MNDM: New Staff for inspection sites throughout Ontario: Mayor Belanger read the document.

MIS Municipal Insurance: Optional Accident Benefits: Council denied the options of additional benefits.

Temagami: Vote for Best Fishing Town: All residents who attended the meeting received the web address to vote for Temagami..

Trade Northern Ontario: Green Energy Event: Mrs. Belanger will research the event to determine if the information would benefit the Township.
