Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 10 Prospect, Cobalt, Ontario on Wednesday, August 23rd, 2006 at 6:00 P.M.

The Economic Development Meeting started at 5:00 p.m. and ended at 5:30 p.m. The regular meeting started at 530 p.m.
The Clerk-Treasurer to proceed with amendments to the Fire By-Law.
The Clerk-Treasurer to amend the Employee Policy Manual to read:
“All employees will begin as Class 3 employees
Class 3 employees will progress to Class 2 after one year with the Superintendent’s or Clerk-Treasurer’s recommendations
Class 2 employees will progress to Class 1 after one year with the Superintendent’s or Clerk-Treasurer’s recommendation.”
Council reviewed Parolink.net’s correspondence. Council have decided to wait for high speed internet and therefore will not sign the agreement submitted by Parolink.net.
The Primary Protection Area agreement will be discussed at the next regular meeting of council.
Mr. Kent Saxton was in attendance to put forward his objections and recommendations regarding the Provincial Government’s plans for Private Land Use Permits and Provincial Parks. Council will forward a letter to the Honourable David Ramsay, Minister of Natural Resources, supporting the continuation of recreational Private Land Use Permits and existing uses in Provincial Parks. The following motions will be sent to the Temiskaming Municipal Association for support.
Motion 06-08-16 MOVED BY Marcel Allaire and SECONDED BY Kurt Leopold:
WHEREAS the Ministry of Natural Resources is contemplating changes to the Private Land Use Permits currently in effect;
BE IT RESOLVED THAT the Corporation of the Township of Coleman strongly supports the continuation of recreational Private Land Use Permits in the Provincial Parks in the Temagami Integrated Planning Area; namely, Lady Evelyn-Smoothwater, Makobe-Grays River, Obabika River, Solace and Sturgeon River, beyond January 1, 2010. Carried.
Motion 06-08-17 MOVED BY Ron Beeson and SECONDED BY Marcel Allaire:
WHEREAS the Ministry of Natural Resources is currently looking at restricting the use of Provincial Parks;
BE IT RESOLVED THAT the Corporation of the Township of Coleman supports the continuation of existing uses in these parks by maintaining the ‘status quo’ as much as possible, particularly allowing existing modes of motorized access. Carried.
The Mayor and one Councillor will attend Jo-Ann Thompson’s farewell ‘roast’.
Mr. Ambrose Raftis was in attendance to make a presentation on Sustainability. He began his presentation with an update of the Fraser Hotel Project and moved on with a detailed explanation of the Sustainability plan for the region. The new Temiskaming Centre of Sustainability will attract people and promote jobs in the area. Members of both Provincial and Federal Governments have expressed their interest and support for the plan. They ask that Communities work together, develop a plan and set up a rural sustainable pilot project. Mr. Raftis advised a Business Case Feasibility Study has been completed and they are proceeding with the development phase as soon as funding approvals have been announced. A new economy will revitalize the regional economy and eliminate youth out-migration. They ask that the Township of Coleman become a Municipal Partner – cost of $7,000.00. Council agreed to consider this request as soon as Mr. Raftis provides more information on this proposal.
The Township of Coleman’s Open House will be held October 7th, 2006 from 1:00 to 5:00 p.m.

Mr. Ken Jones, By-Law Officer, was in attendance to present a report on his progress with cleaning up derelict vehicles and debris.
