Minutes of a Special Meeting held in the Council Chambers, 10 Prospect Avenue, Cobalt, on Wednesday, August 16th, 2006 at 5:00 p.m.
There were present:

Township of Coleman Mayor: C. Belanger

Councillor: M. Allaire

R. Beeson

K. Leopold L. Perry

Clerk-Treasurer: C. Bigelow

Deputation: Barry Geddes

The purpose of the meeting was to discuss various matters – Protection Area By-Law, Fire By-Law, Historic Cobalt Funding Submission etc.

Mr. Barry Geddes was in attendance at Council’s request. A discussion was held regarding the timber harvesting project.

The Clerk-Treasurer to contact the Town of Latchford to request a meeting with their Council to discuss the timber harvesting project within their municipality.

A discussion was held regarding the Fire By-Law.

Motion 06-08-10 MOVED BY Lois Perry and SECONDED BY Marcel Allaire:

BE IT RESOLVED THAT the Clerk-Treasurer will amend the fire by-law to read:

– fires for warmth and cooking will be allowed unless there is a M.N.R. fire ban in place. Carried.

Motion 06-08-11 MOVED BY Lois Perry and SECONDED BY Marcel Allaire:

BE IT RESOLVED THAT Severance Application B6/04 (Agnico-Eagle Mines Limited) be approved.

Carried.

The Employee Manual will be amended to include the following:

Equipment Operator will progress from Class 3 to Class 2 after one year with the Superintendent’s

recommendation

AND from Class 2 to Class 1 after one year with the Superintendent’s

recommendation

This same policy will apply to all other Classifications as well.

OHA – Strategic Planning in a LHIN Environment

Council reviewed Mr. Kent Saxton’s correspondence regarding the Provincial Government’s creation of five Provincial Parks and seven Conservation Reserves in the northwest part of the Ministry of Natural Resource’s North Bay District. The Clerk-Treasurer to ask Mr. Saxton to draft a letter on this issue as he offered to do in his letter for the next regular meeting.

The invitation to the Jo-Ann Thompson’s ‘roast’ will be discussed at the next meeting.

Mayor Belanger read correspondence received from Milk Dairy Farmers of Ontario regarding the Thornloe Cheese Factory.

Mayor Belanger read correspondence received from Ontario Power Generation.

Council reviewed a report received from Mr. Rick MacLeod Farley regarding phase two submissions for Historic Cobalt

Motion 06-08-12 MOVED BY Lois Perry and SECONDED BY Kurt Leopold:

BE IT RESOLVED THAT the Council of the Township of Coleman choses to keep the Phase Two submissions for Historic Cobalt “on hold” until September 13th, 2006.

A final decision will be made September 15th, 2006

Motion 06-08-13 MOVED BY Marcel Allaire and SECONDED BY Kurt Leopold:

BE IT RESOLVED THAT the Easement application Fee be reduced by $50.00 for Ontario Power Generation. From $250.00 to $200.00 per easement application which will be submitted for the Hound Chute G.S. to Latchford Easement Acquisition Project Planning Act Consents.

Motion 06-08-14 MOVED BY Lois Perry and SECONDED BY Marcel Allaire:

WHEREAS section 207(1) subsection A of the Criminal Code states it is lawful for the government of a province to conduct and manage a lottery scheme in that province;

AND WHEREAS the Province of Ontario Order inCouncil 2688/93 Section 2 s. 1 and 2, Section 11 s. 1 set out terms and conditions regarding these licences;

AND WHEREAS current regulations governing lottery schemes are too restrictive and prohibit local groups and organizations from raising much needed funding through lottery schemes to carry out community programs and events;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the Municipality of Powassan’s request for a review of the Province of Ontario Order in Council 2688/93 to allow for the following changes:

That each individual municipal council within the Province of Ontario be responsible for the development of terms and conditions governing the use of proceeds for the lottery schemes held within their respective municipality to allow municipalities and government agencies to receive lottery proceeds funds.
