Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, August 12th, 2009 at 6:00 P.M.

BE IT RESOLVED THAT the General Accounts in the amount of $257,921.97 and Payroll in the amount of $46,727.02 be passed and paid. Carried.

BE IT RESOLVED THAT By-Law No. 09-23 being a by-law to confirm certain proceedings of Council be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 09-24 being a by-law for decreasing the speed of motor vehicles from statutory speed limits within the municipality be read a first and second time.Carried.

BE IT RESOLVED THAT By-Law No. 09-24 be read a third and final time and be passed and enacted. Carried.

BE IT RESOLVED THAT By-Law No. 09-25 being a by-law to authorize the sale of land be read a first and second time. Carried.

Motion 09-08-09 MOVED BY Pat Tresidder and SECONDED BY A. Chitaroni:

BE IT RESOLVED THAT By-Law No. 09-25 be read a third and final time and be passed and enacted. Carried

Mr. Mike Lafoy was in attendance to request that “No Parking” signs be placed on Creighton Drive as Municipal Vehicles such as the grader, dump truck and/or garbage truck cannot pass or have difficulty passing by parked vehicles on this street. Council agreed to Mr. Lafoy’s request. The Clerk-Treasurer will prepare a by-law to enforce “No Parking” on Creighton Drive.

Works Foreman, Dary Dufresne, advised he can purchase a Back Up Camera for $380.00 from a local merchant. Council agreed to the purchase of one camera.

Coleman Water Distribution System

– Mayor Belanger read correspondence forwarded to AECOM by Blackstone Development Inc. regarding Easement/Save Harmless Agreements and Compensation.

– correspondence received from Building Canada Fund regarding signage will be referred to AECOM for comment.

– Council reviewed and approved the Draft Class Environmental Assessment Upgrades to Water Distribution System.

– The ad has been placed in the Temiskaming Speaker for the public review of the document and notice of meeting.

– Mr. Dufresne investigated the Peter Street Line but was not able to find a leak.

Council reviewed the IPM update provided by Councillor Perry.

Bass Lake Park Committee:

– Signs located on Highway 11 are very striking.

Sharp Lake Park Project

– Councillor Chitaroni noted that he is very dissatisfied with the outcome of the meeting with the Town of Cobalt as the Township of Coleman is paying too high a price for gravel. The Clerk-Treasurer to arrange a meeting with Miller Minerals to discuss this matter.

Councillor Perry advised, by telephone, that “turning Off” lanes are still planned for Portage Bay and Marsh Bay Roads on Highway 11. Mr. Wiwchar suggested that Council request a copy of the Ministry of Transportation’s written plan.

Ms Logan Gannon will attend the Investment Attraction Workshop.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to attend the Northeastern Ontario Municipal Planning Authority Technical Workshop – September 21 – 23, 2009. Carried.

Motion 09-08-12 MOVED BY Ron Beeson and SECONDED BY A. Chitaroni:

WHEREAS we have entered a new economic crisis and a healthy unemployment insurance system is the most powerful of all economic stabilizers;

AND WHEREAS 350,000 Canadians have been laid off since last October and Canada has one of the least effective employment insurance systems;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the City of Greater Sudbury’s call upon the Government of Canada to introduce the following changes to the Employment Insurance system:

1. 360 hours to qualify for EI benefits in all regions of Canada;

1. Increase benefits duration to at least 50 weeks in all regions, and provide an additional year of “Special Extension” benefits if national unemployment exceeds 6.5% – paid from federal general revenues;

3. Extend EI Part 1 benefits while a worker is in approved training;

4. Increase benefits to at least 60% of normal earnings, using workers’ 12 best weeks and raise the maximum;

5. Suspend the calculation of severance pay for receiving EI benefits, and eliminate the 2 week waiting period. Carried.

WHEREAS a Proposed Workplace Fatalities family Bill of Rights would provide fundamental information to the family of victims of workplace fatalities and serious injuries;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports a Proposed Workplace Fatalities Family Bill of Rights. Carried.

Motion 09-08-14 MOVED BY Ron Beeson and SECONDED BY A. Chitaroni:

WHEREAS Home Care Service is an essential service in rural Ontario in assisting in the well-being of seniors and individuals with physical and mental disabilities;

AND WHEREAS the Personal Support Workers that provide the home care service create a climate that promotes the optimal physical, social and emotional well being of their clients;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the Township of Madawaska Valley’s request that funding be increased for additional Personal Support Workers to relieve the stresses related to a shortage of staff.

AND FURTHER THAT Personal Support Workers providing Home Care Service be required to provide a minimum of 4 hours of service per client visit which, not only benefits the client, but also allows the primary caregivers the opportunity to maintain a level of normalcy in their daily lives.
