Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, August 11th, 2010 at 6:00 P.M.

Motion 10-08-07 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed:

Regular Meeting – July 28, 2010

Special Meeting – August 4, 2010 Carried.

Motion 10-08-08 MOVED BY Pat Tresidder and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT the General Accounts in the amount of $73,801.60 and Payroll in the amount of $45,201.85 be passed and paid. Carried.

Motion 10-08-09 MOVED BY Ron Beeson and SECONDED BY Pat Tresidder:

WHEREAS Section 239 (2) states that a meeting or part of a meeting may be closed to the public if the subject matter being considered is:

(a) a proposed or pending acquisition or disposition of land by the municipality or local board;

BE IT RESOLVED THAT this part of the meeting be closed to the public.

Mayor Belanger re-opened the meeting.

Councillor Chitaroni declared a conflict of interest with matters dealing with the Coleman Water Distribution System and Bass Lake Park

Councillor Perry declared a conflict of interest with matters dealing with the Temiskaming Speaker.

BE IT RESOLVED THAT By-Law No. 10-21 being a by-law to confirm certain proceedings of Council be read a first and second time. Carried.

Motion 10-08-11 MOVED BY Pat Tresidder and SECONDED BY A. Chitaroni:

BE IT RESOLVED THAT By-Law No. 04-19 be read a third and final time and be passed and enacted. Carried.

Mr. Alldis was in attendance to present his concerns/questions with the operation and capital improvements at Bass Lake Park. Mr. Alldis expects a response addressing his concerns within 7 to 10 days.

Committee Reports

The Clerk-Treasurer provided an update of expenses for the Coleman Water Distribution System Upgrade. Copies of By-Laws were distributed to Council for their review and comments.

A copy of a proposed Fence By-Law was distributed to Council for their review.

Mr. Cleroux advised he and other Refinery Townsite Residents met with Mr. Pat Bourgouin to present their concerns and look at the boat ramp at Refinery Townsite. Mr. Bourgouin will bring this matter to Hydro One and get back to the Township.

Mr. McLeod advised the Committee has requested quotes from local Contractors for the upgrading of the Cenotaph Park – no response to date.

Unfinished business:

Mayor Belanger read a letter from Mr. Mark Montgomery requesting a letter of support from the Township for upgrading of the road on Crown Land. Council agreed.

New Business:

Conference – The Clerk-Treasurer will attend the Ministry of Municipal Affairs and Housing – Northeastern Ontario Municipal/Planning Authority Technical Workshop – 2010

BE IT RESOLVED THAT By-Law No. 04-19 be read a third and final time and be passed and enacted. Carried.

Motion 10-08-12 MOVED BY Lois Perry and SECONDED BY Ron Beeson:

WHEREAS Utility Vehicles ATV’s are currently licensed, insurable but not of a prescribed class of vehicle to be allowed on provincial and municipal highways;

AND WHEREAS ATV’s are an economic benefits with the manufacturing and tourism industry;

BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the Town of Atikoka’s request to the Minister of Transportation to give a directive for a thorough review of the Off-Roads Vehicle Act to include ATV’s in the Off-Roads Vehicle Act.

Motion 10-08-15 MOVED BY Ron Beeson and SECONDED BY Pat Tresidder:

BE IT RESOLVED THAT the Council of the Township of Coleman do hereby appoint Councillor Lois Perry to represent Hudson, Temagami, Latchford, Coleman, Cobalt, Harris and Kerns on the Provincial Offences Advisory Committee until December 31, 2010.

1. CJTT’s request for an ad for the Back To School Awareness Campaign was denied.

2. The Speaker’s request for an ad in the annual Food & Entertainment Guide was denied.

3. Water for People – Canada’s request for a donation was denied.

4. Council reviewed correspondence regarding Land Use Council – Land Use Policies

5. Correspondence received from Matheson Public Works regarding Tire Collection with NEOPWO members was reviewed. The Clerk-Treasurer to advise the Township of Coleman is also experiencing problems with the collection of tires.

6. Town of Iroquois Falls’ Waterpower Lease Agreement was deferred to the next meeting

7. Councillor Chitaroni will meet with Mr. Gerry Quevillon to discuss the matter of bringing fill to Cobalt Coleman Catholic Cemetery.

8. FONOM’s request for Photos of the Township of Coleman at the AMO Conference was deferred for the present time as the conference is scheduled for next week.

9. Temiskaming Stewardship Council TD Tree Days – the Clerk-Treasurer to request more information.
