Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council

Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Monday, August 10th, 2015

at 6:00 P.M.

ADOPTION OF THE AGENDA

ACCOUNTS

Motion 15-08-03 MOVED BY Cathy Marcella and SECONDED BY Susan Cote :

BE IT RESOLVED THAT THE General Accounts in the amount of $266,615.48 be passed and

paid. Carried.

Motion 15-08-04 MOVED BY Susan Cote and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT THE Payroll in the amount of $28,182.55 be passed and paidC. a. rried.

STAFF REPORTS

Works Department

– Work Foreman Bigelow advised he received the “Take the Lake Way” sign which is to be installed

at the Headframe. Mr. Bigelow will inspect the stiff legs at the headframe.

– The “Waste Site” dozer is in the shop for repairs.

STAFF REPORTS continued

Fire Department

– Councillor Cote advised Family Day was a huge success considering the weather. The Fire

Department plan to make this an annual event.

– Another Highway clean up is scheduled for August 27th, 2015.

Motion 15-08-06 MOVED BY Cathy Marcella and SECONDED BY Lois Perry:

BE IT RESOLVED THAT Council approves the Fire Department Report submitted by Councillor

Sue Cote, as presented: Carried.

Administration

– The Bus Stop located at Mileage 104 will be repaired. The Clerk-Treasurer to look into who is

responsible for payment of the repair.

– MPAC provided an assessment update.

– Neighborhood Watch information was provided to Council.

– Ontario Community Infrastructure Fund supports improvements and repairs to road, birdge, water

and wastewater projects. The Clerk-Treasurer will look into this program.

– Recycling Bass Lake Park is now recycling.Knights of Columbus and Jeunesse en Marche have

not been recycling. Other Tourist/Camp operators have been recycling.

– Mr. Doug Shearer will make arrangements to attend a future Council meeting.

– Roof repairs will begin next week.

BE IT RESOLVED THAT Council approves the Administration Report submitted by the Clerk-

Treasurer, as presented: Carried.

DELEGATION

Mr. Paul Bogart was in attendance to voice his displeasure with Council for endorsing TransCanada

Pipeline Energy East Project. In his opinion, this project will not benefit the municipality and crude

oil is next to impossible to clean up should there be leak.

Mr. Bogart also wanted to express his support as a whole for green energy, although he does not think

the Lorraine Project would benefit South Temiskaming in any way. The project is not economical

and would not be an advantage to the Township of Coleman.

BY-LAWS

Motion 15-08-08 MOVED BY Ken Laffrenier and SECONDED BY Lois Perry:

BE IT RESOLVED THAT By-Law No. 15-20 being a by-law to authorize the sale of land (Birtch)

be read a first and second time. Carried.

Motion 15-08-09 MOVED BY Susan Cote and SECONDED BY Cathy Marcella:

BE IT RESOLVED THAT By-Law No. 15-20 be read a third and final time and be passed and

enacted. Carried.

BUSINESS ARISING FROM THE MINUTES

The K. Smart Associates Limited Report on Waste Volume, Capacity and Life Expectancy was

distributed to Council. The Clerk-Treasurer to arrange for a K. Smart Associates Ltd representative

to make a presentation to Council.

Council reviewed the following correspondence:

– Power Dam Progress provided by Mr. Chris Wray, CAO, Municipality of Wawa.

– Friday Lake Wind Energy Centre information package

– Honourable Bill Mauro regarding Crown Land Acquisition Opportunities. The Clerk-Treasure to

forward the Township of Coleman’s correspondence to the Ministry of Natural Resources.

Bass Lake Modular Home Development was deferred to the next regular meeting.

BE IT RESOLVED THAT the Council of the Township of Coleman fully supports the City of

Hamilton’s opposition to the elimination of home mail delivery and installation of community

mailboxes.

AND FURTHER THAT Canada Post immediately cease the installation of community mailboxes

and adhere to its Five-Point Action Place requirement to engage in full and meaningful consultation

with all stakeholders. Carried.

Fire Department

BE IT RESOLVED THAT Council approves Mr. Thomas Jeffery as Coleman Fire Department

Volunteer effective August 2, 2015. Carried.

– MNDM’s Ontario Community Hubs Action Plan Release

– The Bunker Military Museum’s Thank you and Financial Report

The following correspondence was deferred to the next regular meeting of Council.

– Haldimand County’s resolution regarding Vacancy Rebate Program

– Township of Havelock-Belmont-Methuen opposition to the Sale of Hydro One

– Ministry of Natural Resources’s request for comments regarding an Access across Crown Land

John Vanthof’s Northern Bear Report will be posted on the municipal website and inserted in the

Weekender.

The Clerk-Treasurer to look into the Places to Grow Implementation Fund.

Councillor Perry read the following correspondence regarding Bass Lake Park

– Mr. Wayne Alldis’ letter to the Township of Coleman regarding operation and capital

improvements at Bass Lake Park.

– Hon. John Vanthof’s letter to Brian Searle, Ministry of Municipal Affairs & Housing,

– Mr. Brian Searle’s response to the Hon. Jlhn Vanthof.

– Mayor Cleroux’s proposed response to Mr. Wayne Alldis.

Concerns with the Loon Lake Access Road were deferred to the “In Camera” portion to the meeting.
