Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Monday, April 4th, 2011 at 6:30 p.m.

Councillor Tresidder declared a conflict of interest with respect to the Water Distribution System rate discussion.
Chief Laitinen attended a conference in North Bay. He purchased two pagers at half price and picked up the MSA’s.
The current fire truck can not pass its safety inspection. Chief Laitinen presented council with prices for new and used fire trucks. Used fire trucks ranged from $85,000 for a 19 year old truck to $135,000 for a 12 year old truck. A new truck would be $194,000 including a one-day training session, and could generate revenue with its 6,000 watt generator on highway calls. Mrs. Belanger will look into financing for the fire truck. Council will review the quotes and will discuss at a later date.
Councillor Tresidder contacted Temiskaming Shores for a new grant program for emergency vehicles. Mrs. Belanger will look into the program for eligibility for the fire truck and the plow for the Public Works Department.
The money remaining from the Larose Bridge project could contribute towards the cost of the vehicle.
Water Distribution System:
Mayor Cleroux thanked Cathy for her presentation at the previous meeting.
Councillor Marcella recommends that water users pay from curb stops to their homes. The Municipality should contribute towards the remainder of the project costs, since all residents would benefit from fire protection, and the resurfaced roads would generate cost savings to the municipality from using less road materials, would extend the life of municipal vehicles, and Public Works staff could be redeployed to other areas. These cost savings should be passed onto the water users.
Councillor Perry indicated that the municipality should pay for the water taken from the hydrants for fire protection and dust control; however, it is a user pay system and well users would have to pay more than $8,000 to drill a well. The fire hydrants benefit the water users since they can obtain a lower house insurance rate compared to well users.
Mayor Cleroux stated that we cannot separate the community by water users and well users; it is the responsibility of the Township to supply water, which benefits everyone.
Councillor Marcella stated that we have to do the right thing for everyone – we are one community.
Councillor Cote indicated that the Township is fiscally responsible to build a reserve for the replacement of water infrastructure. Municipal reserves will be allocated towards the municipal share of the project
Councillor Perry was not satisfied with the municipality paying 75% of the remaining project cost. Council discussed a 50/50 split between water users and the municipality, and this will be considered at the next regular council meeting.
Councillor Marcella developed a draft pamphlet for water users and will develop a Q&A printout to explain the rationale for the municipal contribution.
