Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 10 Prospect, Cobalt, Ontario on Wednesday, April 26th, 2006 at 6:00 P.M.

Councillor Perry declared a conflict of interest with matters dealing with Northern News and Temiskaming Speaker.
Motion 06-04-18 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:
BE IT RESOLVED that By-Law No. 06-10 being a by-law to regulate building permit application, building permits and inspections in the Township of Coleman be read a first and second time.
Carried.
Motion 06-04-19 MOVED BY Lois Perry and SECONDED BY Marcel Allaire:
BE IT RESOLVED THAT By-Law 06-10 be read a third and final time and be passed and enacted.

BE IT RESOLVED that By-Law No. 06-11 being a by-law to authorize the execution of an agreement with Grant Forest Products inc. be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law 06-11 be read a third and final time and be passed and enacted.

BE IT RESOLVED THAT By-Law 06-12 being a by-law prescribing times for setting fires and precautions to be taken be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law 06-12 be read a third and final time and be passed and enacted.

A discussion was held regarding the Coleman Fire Department. Chief Breault handed in a request for information package sent by the Office of the Fire Marshal. The Municipal Fire Protection Information Survey with the Coleman Fire Department will be commencing on May 3, 2006.

BE IT RESOLVED THAT the water tanker be declared surplus and immediately be advertised for sale. Carried.
Motion 06-04-25 MOVED BY Marcel Allaire and SECONDED BY Lois Perry:
BE IT RESOLVED THAT all banking records of all moneys received and spent by the Coleman Fire Department be provided by May 31st, 2006.
All records to be audited by the Municipal Auditor annually when audit is being done for Coleman Township. Carried.
Road Superintendent Simpson advised municipal employees will be updating their Chain Saw and WHIMS certifications this Friday.

Councillor Beeson reported on progress with the renovations of the new municipal building.
Council reviewed correspondence received from Northern Ontario Heritage Fund regarding the “Strengthening the Tourism Core of Historic Cobalt” project. The updated Development Plan for Historic Cobalt provided by MacLeod Farley & Associates was distributed to Council.
The Executive Summary on the proposed abattoir for the South Timiskaming Area was distributed to Council.
The Township of Coleman’s Canada-Ontario Municipal Rural application for the Reconstruction of Portage Bay Road was not recommended for funding.
Correspondence received from Loach Enterprises regarding the Enhanced 911 and emergency dispatch service was reviewed. The Clerk-Treasurer to invite Mr. Steven Loach to attend the next regular meeting of Council to make a presentation.
A meeting with representatives of the Marsh Bay Conservation Association, the Township of Coleman, the Ministry of Natural Resources and Ontario Power Generation is scheduled for April 27th, 2006 at 9:30 a.m.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad for Emergency Preparedness Guide in the amount of $95.00 for 1/4 page. Carried.
Motion 06-04-27 MOVED BY Marcel Allaire and SECONDED BY Ron Beeson:
BE IT RESOLVED THAT the Clerk-Treasurer be authorized to purchase an ad in the Northern News for Grant Celebrating 25 Years in the amount of $125.00. Carried.
Motion 06-04-28 MOVED BY Lois Perry and SECONDED BY Ron Beeson:
WHEREAS there is severe financial crisis facing the Agricultural Industry;
WHEREAS imported subsidized, non taxed U.S. corn impacts municipal infrastructure;
BE IT RESOLVED THAT the Council of The Corporation of the Township of Coleman fully supports the Township of Hamilton’s resolution requesting that any and all ethanol plants funded by all levels of government shall be supplied by Canadian Grains produced by Canadian Farmers only;
AND BE IT FURTHER RESOLVED that farm organizations and groups be consulted in setting a fair and profitable price for the grain, along with the ability to produce the quantity required.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay the Temiskaming Hospital 2006/2007 Per Capita Assessment in the amount of $132.75. Carried.
Council reviewed correspondence received from Miss Lola Angus regarding garbage found along Cross Lake Road where she walks with her dog. Road Superintendent advised the garbage will be cleaned up during Clean up Week in May.
Councillor Perry advised she has received complaints regarding garbage along Loon Lake Road and in the gravel pit. Garbage will be picked up during the May Clean up Week and the entrance to the gravel pit will be blocked off.
Correspondence received from Direct Energy regarding a Natural Gas Price Protection Plan was reviewed. The Clerk-Treasurer to look into this matter.
