Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Wednesday, April 28th, 2010 at 6:00 P.M.

Councillor A. Chitaroni declared a conflict of interest concerning matters with Blackstone Development Inc. and the Coleman Water Distribution System.

Councillor L. Perry declared a conflict of interest concerning matters with the Temiskaming Speaker and Prism Publishing..

BE IT RESOLVED THAT the minutes of the following Council Meetings be adopted as distributed: Regular Meeting – April 14, 2010 Special Meeting – April 26, 2010



Mr. Ross Latter from Kemp, Elliot and Blair presented Council with Coleman Townships financial statements for 2009, for review accompanied by a Power Point presentation. Mr.Latter answered questions from the residents and Council.

Committee Reports:

Works Department: Received a fax Cumberland Roofing, Mr. Dufresne will call to obtain a quote for a new roof and elastomeric coatings. Inquired when he can turn the water on at Bass Lake, Council requested that he wait until May. The Roads Department will reassemble Coleman’s Municipal sign next week. Mr Dufresne informed Council that the department will take their safety courses at SMC Canada, as per Dan Cleroux; the Community Hall may be used.

Coleman Water Distribution System: Tender Closing for the water project on May 6th, 2010, at 1:00 p.m.

Unfinished Business

1. MOE Update to Cobalt Steering Committee Member – Provide a copy to all council members

2. MOF Final 2008 Ontario Municipal Partnership Fund Municipal Workbook and Social Program Costs Report

3. Louis Dufresne: Purchase of land to protect roadway – Map. Councillor Perry stated that Council

needed more information. Mayor Belanger will contact Mr. Dufresne.

4. Cenotaph – Letter to the Town of Cobalt. Council discussed the work to be done, such as topsoil, sod, benches and the removal of patio stones. Councillor Tresidder will contact Mr. Steph Palmateer to make arrangements.

BE IT RESOLVED THAT The Intern be authorized to place an advertisement in the Temiskaming Speaker for the annual Emergency Preparedness Guide, in the amount of $109.00. Carried.

Motion 10-04-14 MOVED BY Albert Chitaroni and SECONDED BY Ron Beeson:

BE IT RESOLVED THAT The Corporation of the Township of Coleman apply to the Northern Ontario Heritage Fund Corporation for funds to upgrade and apply double surface treatment and granular A on Coleman’s roadways. Carried.

BE IT RESOLVED THAT The Council of the Corporation of the Township of Coleman donate $300 to the Spring Pulse Poetry Festival to be held on May 8-15, 2010. Carried.

1. Blackstone Development: Request for a save harmless agreement – Council requested the letter to be sent to George Kemp, Lawyer, for review.

2. Grant Forest Products: Request of Consent to Assignment of Contract. Mrs. Belanger will contact Allan Legros, GFP, to inquire about the contract.

3. Jocelynne Bedard – Request for Signs on Portage Bay Road and Dust Control. Council agreed to place “Children and Play” signs on the road and Mr. Dufresne will look into the current speed limit and report to council at the next regular meeting. Dust control will begin in May.

4. MMAH: Emergency Preparedness Week: May 2-8

5. MPAC: 2009 Annual Report and Financial Statements. Councillor Perry inquired about how many residents are still in the appeal process; it is difficult to set a mill rate while residents are appealing tax increases.

7. Renfew-Nipissing-Pembroke MPP, John Yakabuski: Queen’s Park Wind Rally

8. Temiskaming Shores Chamber of Commerce: Certificate of Membership

9. Timiskaming Health Unit: Interest in a Walkable Communities Forum.

10. Township of Armstrong: TMBA Possible Logo’s. Councillor Perry will email the TMBA concerning the Logo’s

11. Councillor Perry advised council of a notice of motion concerning the Town of Latchford’s annexation efforts.
